Why won't my computer read my iPhone?

It notifies me that I have plugged in my phone but it does not allow me to add music.
The part of iTunes that usually pops up when an iPhone is plugged in does not pop up, so I am not able to add music or really do anything. I have reinstalled itunes and i am unsure what to do. It is only happening on one computer, and on every device that i plug into that computer.

Why won't my computer recognize my iphone 5?

I have an iphone 5 that in the past has had no trouble connecting to my windows computer. Recentlly though, it is syncing my pictures and music just fine though wifi, but when I try to plug it in through the USB port, my computer nor itunes recognizes my iphone. When I pull up the computer folder, all I see is "icloud photos" system folder, where my iphone should be.
Things I have tried:
1. I am running version 11 of itunes, and no updates are required.
2. Turning my iphone on and off
3. Restarting my comptuer
4. Restarting itunes
5. Turning off and on the Apple Mobile service and also making sure it is set to starting automatically
I have not uninstalled and reinstalled iTunes but that will be next step. I'm not sure if that is necessary. When I run the itunes diagnostic, it says it doesn't recognize an apple device connected to it.
I am running Windows XP if that helps. My iphone does not have the latest upgrade because I need to delete its photo library though itunes before I can download it. And I can't do that unti iTunes and my computer recognize my phone.

My Iphone 5s has recently locked me out. By trying to reset it on my computer using my iTunes, my iTunes and computer will not read my phone nor will it charge my phone. I'm lost on trying to get this unlocked.

Right click the document and select 'get info'. Check the permissions for the file. If several of these files have the wrong permissions then you may need to repair user permissions. See this for instructions:

Likely either the batch of media is defective, or the drive itself is not working.
Swap for different media; for a different batch from a different vendor, and also try +R media.
The slot-loading drives on various Mac systems can and variously do fail. If different media doesn't work, then you probably have a failed drive.
If your Mac is of same the vintage as OS X v10.4 that's listed in your footer and you're not in a position to replace or repair the optical drive in your Mac, then you might consider using an external USB CD/DVD device. If you don't have another Mac around to perform the recording on, that is.

Go to About This Mac in the Apple menu.
Click on the Version number in the window that opens. It will change to Build number. What's the build number?
Also, what error message do you see, or any other helping description of what happens when you try to update.

The iPhone 4 is four generations out of date. Have you noticed that when any company releases a new product or version of a product it has features that previous versions did not? If it didn't then what would be the point of coming out with a new version?
