Why won't my iPad charge when I plug it into the wall?

When I plug my iPad into the wall, it doesn't always charge.  Could the issue be the charger? Or is it likely the iPad itself?
Sometimes picking a new outlet helps, but not always. 

1. Reset iPad
2. Change the USB cable
3. Try another charger

    I have a ipod touch 4th gen and it wont chrage. When you plug it into the wall the lightniing bolt screen will apear but no matter how long you leave it, it will never turn on.     Will not power on, or will not turn on unless connected to power
    Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
    Connect the iPod touch to an Apple USB power adapter and let it charge for at least ten minutes.
    After at least 15 minutes, if the display turns on and…
    The home screen appears, the device should be working. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen: . Then disconnect the device from power. If it immediately turns off, seek service.
    The low-battery image appears even after the iPod touch has charged for at least 20 minutes: See the "iPod touch displays the low-battery image and is unresponsive" symptom in this article.
    Something other than the Home screen or low-battery image appears , continue with this article for further troubleshooting steps.
    If the iPod touch did not turn on, reset it while connected to an Apple USB power adapter. If the display turns on, go to step 4.If the display remains black, go to the next step.
    Restore the device. Connect it to a computer and open iTunes. If iTunes recognizes it and indicates that it is in recovery mode, attempt to restore the iPod touch. If the device doesn't appear in iTunes or if you have difficulties in restoring it, see this article for further assistance.
    If restoring the iPod touch resolved the issue, go to step 4. If restoring it did not solve the issue, seek service.

    I was researching the issue you are having and recommend a couple of things. First it might be a good idea to reset the device following iPhone, iPad, iPod touch: Turning off and on (restarting) and resetting found here http://support.apple.com/kb/ht1430
    Resetting your device
    Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.
    If that doesn't quite get the device going again, I recommend restoring the device.

    Might even be a good idea to turn off the phone, reseat the SIM card, and turn it back on.

    The iPad battery requires more power to recharge than the iPod and the USB port on the computer does not supply sufficient power to charge it. Apple recommends that you use the supplied power adapter and plug it into a wall socket.

    Most computer USB ports don't have enough power to charge an iPad.  Typically, the iPad can only be charged with the supplied adapter.  If your husband's iPad is actually charging, it's charging very, very slow.

    So I have an iPod touch 4th gen and a Windows computer. It was working fine about a month ago but now whenever I plug my ipod into the computer, it doesn;t charge and just shows the battery and charger power symbol on my ipod. Sometimes, if my charger is in the right postion (bent in a weird way) then it will charge.
    I've tried to go on control pannel and then devices and then device manager to update the USB port or whatever but it doesn't show. I've also tried to put it into the recovery settings or something but it doesn't work.
    It's really annoying and any help would be great.

    Easiest first steps:  Make sure the port is not damaged and free from dust.  Try another cable and/or wall plug.

    My iPhone 4S suddenly quit working.  The screen will only show when it is plugged into power. It will not connect with my service provider.  Its like the phone has been reset or something.

    I used it earlier that day. And I have an hd tv with USB port and it won't charge on that as well it. It works for my friends ipod tho and my charger does too

    A computer USB port does not provide enough power to charge and run the iPad at the same time but it will charge it if the iPad is turned off.  It will take about four times as long to charge than with the iPad charger.
    The Contacts icon may be inside a folder, such as Utilities.
    There is no Facetime icon.  Start a Facetime link from a contact.
