Why won't Photoshop CS5 use available memory before scratch?

I've given PS CS5 access to 80% of machine memory (about 8.5 out of 12 GB). Yet, it only seems to use (at most) 3.5 GB of ram, while using 1 or more GB of scratch disk.
I had hoped that with lots of memory, I'd avoid using scratch. Am I misinterpreting what I'm seeing? Is there something I need to do to get the behaviour I want (i.e. don't use scratch until low on ram)?

I was going to say "less crash resistant" does seem kind of accurate.
Now, to be fair, Since PS CS5 is new I've been pushing things, testing with very large files, stitching huge panos, etc. to test the limits of CS5, but it IS unfortunately proving to be more flaky than I'd like (on an otherwise rock solid Windows 7 x64 system). I've seen CS5 just disappear when tweaking settings on a raw file, I've seen Windows report that both the 32 and 64 bit versions have "stopped working" on various occasions, etc. Fortunately CS4 trained me to save more often than I had been with earlier versions, so I haven't lost any major work yet.
Regarding the OP's comment... The one thing I've noticed with CS5 and big files is that the software doesn't seem to be waiting on the disk nearly as much. So I guess I'd advise not worrrying about what it puts on disk, as it doesn't actually seem to be stalling for memory.

I'm new to Photoshop CS5 but i've used Photoshop before,
I tried uploading a picture the same way but the browsing styles are diffrent. so i tried both browsing styles with the same picture and each one wouldnt let me upload it and it said it was the wrong format. the format was .JPG and .PNG both wouldnt work. why wont it? please help.

You need to use proper terminology or no one will be able to help you.
Opening an image into Photoshop is not "uploading". The term "uploading" implies copying something from one computer to another, more powerful one, such as a server. And there is no "Browse" button in Photoshop CS5 as far as I know.
Perhaps more proper/accurate terminology (assuming I've derived what you are trying to do correctly) would be:
You want to open an image on your hard drive into the Photoshop application as a document so that you can edit it.
Now you need to describe exactly how you are trying to do that, and what's not working as you expect it to (including a description of what you expect).
Are you dragging images into Photoshop, for example? From where? An Explorer Window? Bridge? If so, what folder are you pointed to?
Perhaps capturing your screen right where you're seeing the problem, saving it as a JPEG, and posting it here would be the most direct way to answer all these questions.

Why won't Photoshop Elements 12 open?

After being away for 3 months, I attempted to open and use PSE 12 and it does not open. Today I uninstalled and reinstalled thinking that would help, but it doesn't. It appears as though it's going to open, but the little "streaming" just stops. Your assistance in resolving this problem is greatly appreciated.

I am not a technician so I can't go too deep in the analysis... I did all I could imagine to do, I would like that somebody from Adobe would take care of this issue finding solution to the problem.

LP content can only be downloaded on a computer's iTunes (or 1st gen Apple TV), you can't download them on an iOS device - and I haven't seen anything that say it will change in iOS 8. If you don't have a computer then at the moment you won't be able to download/view LP content

After you buy an album with iTunes LP on an iPhone, iPad, or iPod touch, the album's songs will download directly to the device. The iTunes LP will download to iTunes on your computer when you choose Store > Check for Available Downloads.

Why won't Photoshop CC run on my laptop I just installed it today. I signed out on my desktop but the laptop still will not run Photoshop CC. It starts but then closes itself down immediately after starting.

Well it is the same Win7 that is running on my desktop and yes I have an internet connection and at that time is was hard wired not wireless. I just downloaded and installed the Photoshop and Bridge Apps. The laptop is about 2 yrs old and it is a high end machine and Photoshop6 runs on it just fine. I sure wish someone from Adobe would answer this question as it is beyond frustrating to me that this stuff works so poorly and you can never get a good answer out of them about anything ever.

if you have a problem dl'g, you didn't follow all 7 steps. the most common error involves failing to meticulously follow steps 1,2 and/or 3 (which adds a cookie to your system enabling you to download the correct version from adobe.com).

Photoshop CS5 installs as both a 32 bit and a 64 bit version on an x64 operating system.
Run the 64 bit version to access all of your RAM.
Run the 32 bit version if you need compatibility with older 32 bit plug-ins.
Look in the Start Menu for links to both. The 64 bit version is labeled with (64 Bit) after its name.

Why doesn't Photoshop CS5 automatically scale strokes and effects?

I am looking everywhere for why Photoshop CS5 doesn't automatically scale strokes and effects. I could've sworn there was a preference in CS4 but there's nothing resembling this in CS5. Driving me crazy!
Whenever I do a Free Transform, the effects are completely out of whack and force me to waste time resetting them individually, layer by layer. I used to be able to grab any object or group of objects, do a transformation and Photoshop automatically recalculated. If anyone has a tip on how to avoid the annoyance of having to go layer by layer and forcibly adjusting that would be great.

Layer style effect setting are in absolute pixel size values so if you change the scale of a layer the style size remains the same. You can edit the layers style effects after tou do a transform on the layer and change the absolute setting. If the layer has been rastersized or flattened you can not. I have request that Adobe add support for relative settings like inches, cm, mm etc which is relative to the documents dpi resolution. This would be very helpful for recording actions.
However photoshop can scale existing layer style for you when you use Image Size there is a check box. If you need to scale a single layer and have its style scaled you need to do it in a round about way. Convert the layer to a smart object. Then instead of using transform double click on the layser smart object icon in the layers palette. Photoshop will open that layer embedded smart object in Photoshop for you to work on it.. Use Image Size to resize the layer up or down in size and check resample constrain and the scale style check box. Then use menu File>Save. Photoshop will then update the embedded smart object in the smart object layer and you can close the document Photoshop opened for you to work on the smart object.
