Will Apple allow me return CTO

So i have a 20"/2.66GHz/500GB (as opposed to stock 320GB) on order but i've decided not to keep it. I tried to go and cancel the order but alas it had already shipped.
I was wondering if Apple would allow me return the machine given that its a CTO order? i haven't opened/wont open the package when it arrives

Call them up! If you look on your receipt it'll indicate you have 14-days to return it (if bought at a retail store) and 30-days if bought through the online store.

No - this isn't possible now. Some posts have explained that the 4s' better processor makes it possible whereas the iPhone 4 doesn't have the muscle to support siri. I don't know if that's true or not. But for now there is no siri on the 4. Also, siri is still beta software.

Background processing, simply won't. They already said they won't and explained why.
However, they are currently adding "Push" ability to developers (soon). Originally they did say they were shooting for Sept (but obviously that has passed). Nobody can say "why" it is late or when it will come. Just know it is coming.
Push in case you don't know will let a service (one service) run in the background that apple makes for the phone. that service will ping apple's servers. Apps that want to "run" in the background have to register with that service thus lets say AIM is on your phone, you send a message and close...somebody responds. AIM's servers will send notification to the push service...then the phone will alert you of a notification in the AIM app, you open (thus starts the app again) and it gets the message.

I have the iPhone 4S, the phone came pre-installed with iOS 6 and I really liked the design of iOS 6.
So, last year when iOS 7 was released to the public I did not like the look of it and I also didn't wanted to update to iOS 7.
Then, on the day iOS 7 was released, I put my phone to charge at night and the very next day I see the phone updated to iOS 7 without my consent, by the way, I did not tap "Download", the previous day.
I hate iOS 7, because of it's design and the animation (I know that you can turn off the animation in the "Settings" app).
So, when will Apple allow downgrading?

Since Apple doesn't typically publicize decisions such as this in advance, no one here can tell you that.
However, based on past history, never would be a good guess.

If there is no plan to provide LTE to Proximus in Belgium then I will have a real issue, than I will have to buy new/other smartphones for my company. We need 4G for our business apps and demonstrations. Please tell where I can claim the money that invested in iPhones back ?

Will Apple allow you to advertise related PRINTED books in the back of your iBooks Author eBook?

I know from reading somewhere that Apple will not allow you to advertise for competing format eBooks inside an iBook Author created eBook. That if you do this, your eBook will be rejected. HOWEVER, will they allow an author to advertise related theme PRINT books? I'm revising an already published eBook and the author has requested that we advertise 2 of his books that are available as print only (not ebook) editions in the back matter. Anyone know for sure?

You can only return it to the Apple Store if it was originally purchased there. If you are within the timeframe for the Apple Store return policy, you can return/exchange with no questions asked. In the US, the policy is within 30-days if your iPhone is contracted to a carrier or 14 days if your iPhone is unlocked. With a carrier-locked iPhone plane to spend some anount of time dealing with the carrier to get your upgrade status reset.
Think of an auto mechanic's service bay. You tow in a a disabled car to have it fixed. When the repair is done, the mechanic hands you the keys to a different model with a different engine and different option package. Great deal right? Unfortunately, real life does not work this way.
If you want a different model, your solution is not in the service department, but on the sales floor. The Apple store is no different.

Will Apple allow me to sell them my used iPod?

I know this isn't really about using the iPod 3rd Gen. Nano.
It's a 3rd Generation iPod Nano (Pink) and I really would like to purchase an iTouch now. Would Apple possibly buy my Nano from me? Or are there any places that would purchase it that you may know of? I can't use any of those sites because I'm under the age of 18 without any credit cards or bank accounts, so I can't use online marketing sites.

Apple will not allow you to sell their iPod back unless it has a manufacturers defect. There are different options for how you can sell your iPod. One of the sites that does it is iPod Swap Shop, which you can find at http://www.ipodswapshop.com/ . They will send you prepaid packaging for your iPod and you send it to them and they send you money after they receive it. You could also sell it on an auction site like eBay, but that is a much larger hassle to do. Hope this helps!

When will Apple allow Wireless Analyzers for the iPhone/iPad?

I know this used to be available prior to iOS 5, but I was curious about the future release of Wireless Analyzers (other than Jailbreaking). I would love to have an App (whether it is an Apple one or 3rd party) for work. Any ideas?

They will allow such an app when someone submits one that doesn't violate Apple's development rules regarding using undocumented API's or accessing core functions that are prohibited to 3rd party apps.

Will Apple accept my return

About 6 months ago I purchase a 60gb iPod from eBuyer. It worked fine until two weeks ago when I dropped it (on accident of course) and two dents have been made as a result in the steel casing. Since, when traveling on the underground, the volume of the iPod randomly shoots up to maximum or to minimum. Also, the iPod seems to have gotten more sluggish since.
Furthermore, the case can now be almost pryed open - I discovered this when i was cleaning the gunk that accumulates inside the ridges out. Also, i would like to know if there is anything I can do to prevent this apart from trying the 5 R's again.
If anyone know wether Apple would accept this return, it would be greatly appreciated.

Apple probably won't repair it under warranty since you dropped it. There are some companies that can fix it, a few are in the UK. Just do a search.
As to your volume problem. This can occur if your iPod is near a cell phone when it is receiving or sending a call. The RF field disrupts the electronics. This could account for the randomness on the underground.
You might want to consider a case of some kind to protect your iPod in the future.

I wish apple put games compatability on the next ipod nano 7th gen update. i loved the games on the 4th gen and miss them.

Who knows what the future will bring for Apple products... No one posting here knows such info, and the rest of us are not supposed to speculate about future Apple products in Apple's forum.

When will apple allow PDF docs into iCloud so i can get to them on my iPad?

Meeting agendas are often in .pdf form. I can't access them through iCloud which makes my iPad useless at meetings or they're essentially forcing us to use third party apps. They've realized they can make more money by having third party apps sell on the app store.

You can't add your movies to iCloud yourself. If don't see them on your purchased list, it's either because they were purchased with a different Apple ID than the one your iPod is sign into; because they are no longer available in the iTunes store; or because the studio doesn't permit them to be redownloaded from the iTunes store (not all do).
If they are in your iTunes library, you can sync them to your iPod by selecting them on the Movies tab of your iTunes sync settings and syncing.
