You will not lose the apps but you will not be able to update them without using the old ID. If you got a new email address, you can simply change your Apple ID. There is no need to create a new one.

When you perform the restore make sure you back up the iPad (itunes will prompt you when you restore), that way it will keep all of the data, if you are restoring on a computer that is not the original one you synced to ensure you right click the ipad in the devices menu on the left in itunes and 'transfer purchases'.
You can ALWAYS re-download app for free using your apple ID that you purchased them with so its not the biggest issue if you lose them.

Technically the Music, apps are not hers but yours as your Apple ID was used to get them. And as a consequnce they are tied to your Apple ID.
If she creates her own Apple ID she will need to get her own music, apps, etc...

Is this a new iPhone?
If so, when connecting a new iPhone to iTunes for the first time that has been used to sync with another iPhone or iOS device, you are prompted to transfer the backup for the other iPhone or iOS device to the new iPhone, or set up the new iPhone as a new iPhone.
If you don't want to transfer the backup for the other iPhone or iOS device, select set up as a new iPhone. No existing data or settings will be erased or changed when selecting as a new iPhone. Not that difficult or difficult at all. -

Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.
The uninstall and reinstall process will preserve your iTunes library and settings, but ideally you would back up the library and your other important personal documents and data on a regular basis. See this user tip for a suggested technique.

Restoring an iPod has no affect on iTunes or your library. Restoring will erase the iPod's hard drive, reload the software and put it back to default settings, so if you have songs on your iPod that aren't on iTunes you will lose them if you have no back up. Once the restore is complete follow the on screen instructions to name the iPod and automatically sync your songs and videos onto the fresh installation. Press Done and the iPod will appear in iTunes and start to sync. No, you won't lose them.
Nonetheless prior to the upgrade to Lion it is advisable to make a full backup of your current OSX to an external harddisk.
