I had to change my Apple ID and am trying to update my iCloud and am afraid of losing everything I have saved there... What is the best way to save my iCloud stuff?

Welcome to the Apple Community.
In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)
In order to change your Apple ID or password for your iTunes account on your iOS device, you need to sign out from your iOS device first, then sign back in using your updated details. (Settings > iTunes & App store, scroll down and tap your ID)
If you are using iMessages or FaceTime, you will also need to log out and into your ID there too.

    Your iOS version is probably too old to support software update.  You must update using iTunes on your computer.
    Make sure your iTunes on the computer is current.  Plug your iPhone into iTunes.  Let it sync.  Then choose "Check for Updates..." from the iPhone's summary tab in iTunes.  That should od it for you.

    Purchased items are permanently tied to the Apple ID used to purchase them originally. They can not be transferred.
    That said, most music is not DRM protected. You could, conceivably take that with you. Apps and movies, not so much.

    No, all the iCloud data will remain in the cloud if you reset your phone. After reset and you log back into your iCloud account, all the data will be restored to your phone.

    In case you're not clear - iPad/iPhone storage, and iCloud storage, are totally separate. Buying more iCloud storage does not give you more storage space on your device. Your device has a fixed storage space for apps and data (e.g., 16GB - which is more like 12GB in real terms). iCloud storage just allows you to store more documents, mail, photos, etc, in the cloud.

    This was EXACTLY what I needed about the purchases I made from my device. However, is there a way to re-download other ones you've made from a computer? Because I realized some of them were not just purchased from my device.

    The problem is that all services are bundled with your Apple ID ([email protected]):
    Your iCloud account (Mail, Contacts, Calendars, Reminders, Notes, Backups, etc.),
    also iTunes & App Store purchases (Music, Movies, TV Shows, etc.),
    and the iTunes Match services.
    (I guess that all your devices - yours and your wife's are connected to one iTunes library, right?)
    If you want that your wife gets her own iCloud account for Mail, Contacts, Calendars, etc. but gets also access to your media then you have two set up two things on her device:
    iCloud (Settings > iCloud) with her account (e.g. [email protected])
    and
    iTunes & App Stores (Settings > iTunes & App Stores) with your account (e.g. [email protected]).
    In this case she gets access to your library and could use the same iTunes Match account.

    Unless you have a backup from which you can restore, yes you will lose all of your data and settings.
    You should be able to sync your content back to the iPad if you have been syncing with iTunes all along. If you don't sync with iTunes, you can download much of your paid content again for free as long as you use the same Apple ID. This explains downloading past purchases.

    Unfortunately, at this point, you must restore the device before you can move on. There is nothing you can do to avoid it now.

    Well, you certainly aren't using it the way Apple intended or describes in the manual, and you have been running a huge risk of losing everything. But if you have never synced it with any computer at all you shouldn't lose anything by syncing now. In iTunes on your computer open Preferences/Devices tab, and check the box to not automatically sync. Then connect the phone. When it appears in iTunes click on its name, then choose "Back Up Now". After you have backed up you can sync safely. If you have photos in the Camera Roll transfer them to a photo app on your computer the same way you would for any digital camera (not using iTunes).

    Since you are posting on the Snow Leopard forum I will assume you are asking about an "upgrade" to SL form Tiger or Leopard.  The answer is no.  Upgrading does not erase apps, data, docs etc.
    That being said, it is always good practice to back up your files before doing an upgrade.  Better safe than sorry.  External hard drives are dirt cheap.

    When you go in Preference -> Extension, you can see a folder.
    In this you have all data from your iTunes(BackUp, Music, Apps, i think photo also)
    -     Copy(BackUp) this folder.
    -     install iTunes on the new pc (same iTunes Version ist better)
    -     Copy the backup folder on the new pc.
    and it works.
    Please check the folder and search for your photos.

    Yes, if you restore a backup then you will lose your current data.  You can choose one or the other ...
    Unless somehow you have the old data you want as well as the new data on your computer or somewhere else (not in your iPhone backup).

    Backup your iPad first and if something goes wrong, you can restore from the backup, I have never, ever lost anything when I updated any of my iDevices going back to iOS 3.x and I am now on iOS 6.1 the very latest iOS on my Pad 3.
    What you should do anytime that you update the device is to transfer purchases from the iPad into iTunes - File>Transfer Purchases - and you should backup the iPad as well. When you update the update the device, if something goes wrong, you can restore from the backup.
    If you have any other important files, you may want to transfer them to your computer as well, prior to the update.
