You will lose them from the iphone.
You should be syncing them to your comptuer regularly, so they should be there.

    Reset all settings
    Go to Settings > General > Reset and tap Reset All Settings.

    My mom will give me a Second Hand iPhone 5s.She dont know/forget the Apple ID that its currently stored on the phone,and i said to sign out the apple ID there and she did it.
    Now my question is, Is the "Reset All Content and Settings" can delete/remove ALL Apple Accounts?
    I asked this question because, one time i read about a question here saying that when he reboot/update the phone that he didnt own first, said that the iPhone asked to input the ID that its installed/stored.
    Im curious,worried, and preparing some money to prepare for this.
    I hope someone can answer this Question within this week, so i can save money for repair etc.

    No amount of money is going to change Activation Lock. If the device has iOS 7 and you restore it, then you will need the original Apple ID and password used to activate the phone to be able to activate it yourself.
    Reset All Content and Settings will not remove Activation Lock. Your mom is going to have to remember what Apple ID was used to activate the device, or it will be useless to you. Apple will not disable it.
    It is all on your mother right now.

    If you erase all content and settings it will wipe the phone and there will be nothing on it.  If you want to change Apple IDs:
    For purchases, go to Settings>Store>Apple ID, tap the ID shown, sign out, sign back in with your ID
    For iMessage, go to Settings>Messages>Receive At, tap the ID at the top, sign out, sign back in with your ID
    For FaceTime, go to Settings>FaceTime, tap the ID, sign out, sign back in with your ID
    For iCloud, go to Settings>iCloud, scroll to the bottom and tap Delete Account.  Then set up a new iCloud account on the phone with your Apple ID.
    For mail accounts, go to Settings>Mail,Contacts,Calendars, tap each account, scroll to the bottom and tap Delete Account.  Then set up your own.
    That should about do it.  Note: for app updates, if there are apps on the phone that were purchased with his ID you will need to delete these from the phone and from your iTunes library (if there) in order to not be prompted for the password for his ID.  (Apps are permanently tied to the Apple ID used to purchase them.)

    No it should not take that long. You probably need to restore your iPad by using recovery mode now. Read this.
    iPad: Unable to update or restore
    This is how the process goes.
    Disconnect the USB cable from the iPad, but leave the other end of the cable connected to your computer's USB port.
    Turn off iPad: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for iPad to turn off.
    If you cannot turn off iPad using the slider, press and hold the Sleep/Wake and Home buttons at the same time. When the iPad turns off, release the Sleep/Wake and Home buttons.
    While pressing and holding the Home button, reconnect the USB cable to iPad. When you reconnect the USB cable, iPad should power on.
    Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears you can release the Home button.
    If necessary, open iTunes. You should see the recovery mode alert that iTunes has detected an iPad in recovery mode.
    Use iTunes to restore iPad.

    Your iTunes account shouldn't be affected, you will only remove all of your content from the iPad.
    Depending upon the problems that you are having, have you tried a soft-reset to see if that helps : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
    If you do a complete reset then first copy off all of your purchases to your computer's iTunes via File > Transfer Purchases (File > Devices > Transfer Purchases on iTunes 11), and take a copy of any importand documents etc

    What you are describing as "reset" is actually called a Restore.
    FIrst try doing a Reset by holding the power and Home buttons down for 5-10 seconds until you see Apple logo on the screen. This does not erase any of your data or setting, but often helps with problems like yours.
    Restore Is a more involved process, but you'll still be OK if you follow instructions.

    Only the apps that are part of iOS will remain on the phone.
    If you're going to sell it, use "Erase All Content and Settings".
    If you're selling it, what difference does it make to you if the apps get erased? You don't have the legal right to transfer any apps you bought to anyone else.  Not to mention the fact that you stated you have never been able to download new apps...
    Why don't you just re-post the question in your native language.  There are so many contradictions in your post that i don't believe you're conveying the questions you think you are.
