Will US-bought iPhone work in France?

I have beed asked to buy an iPhone 4S in the US for a relative in France. Will it work there as if it had been bought there?

The officially unlocked GSM version will work just fine. However, that model is currently only available through Apple's online store, I don't believe stock has reached brick/mortar stores yet, you'll have to check.
Why do you want to purchase in the US? Your warranty & support will only be valid in the US, and you can purchase officially unlocked iPhones in France that have an EU wide warranty. Doesn't make any sense to me.

    According to the "Lost Mode" anytime the device is turned back on or able to receive a signal the phone will lock itself down and it's position will be updated to show its last known location.

    He will also be going to Saudi Arabia to live there so can be use it there?

    LTE is the latest version of high speed cellular data networks, 3G being older technology that is being replaced with LTE (LTE is a 4th generation technology).  Even if you do not have an LTE network in your coverage area yet, you should still get cellular data with any 4g/LTE capable phone or tablet, just your data speeds will be lower as you will have to connect with 3G or even something older and slower in some places.
    LTE operates on many different frequencies, and different carriers in different countries lease different frequencies (depending on what is available to them and what they can get).  So if you buy an iPhone that does not support the LTE frequencies in use by the carriers in your area, you cannot get the benefits of LTE data speeds when using cellular data (and LTE is noticeably MUCH faster than 3G, at least in my experience with AT&T in the USA).
    That is the pitfall of buying a USA phone and trying to use it somewhere else - you may find you simply cannot actually take advantage of the best service available to you (and no carrier discounts your data plan just because you naively bought a phone that does not connect to their higher speed network).

    My wife has the 2006 RX330 with navigation package. Her phone is the Mororola V-3. I added my iPhone as a second phone and when I select the iPhone as the desired phone, it works just fine. The phone book that I set for the V-3 works for the iPhone, including, the one touch numbers. I originally set her car and my Land Cruiser up for the Mororola V-3 and the numbers had to be entered one at a time. At the time I set up the 04 Land Cruiser, I remember reading that an old model of a Sony Erickson could download the numbers all at once. The trick was to replace the Sony Sim with the V-3 sim and use the sony to enter the numbers. There may be other phones now that can do the same. Go back to lexus or Toyota and see if you can find a phone that works the same (and has a compatible Sim) you can just borrow one and switch sims or get one from a flea market or EBay. The phone does not have to have an active account. I know that the V-3 will work one at a time. I just found on Google that the Sony 300i from ATT will load all at once.     The iPhone 4 CDMA and GSM are vastly different iPhones. There will be no possible way to make this work. Very few of the parts are even interchangeable between the two iPhones. Everything inside is different, you cannot even swap the back plates or even the front screens, let alone the logic boards, or even radio chips even if you owned a computer manufacturing plant.

    You can find it even if both use the same Apple ID. You do not need to use a different Apple ID.

    Theoretically if you keep the phone long enough you may eventually need a new battery (we have one 2+ years and still okay with present battery).  There's always a chance that anything can go wrong.  It will all be on you now, even if it happens 2 months after buying the phone unless you can bring it back to the USA.
    If you drop the phone and break the screen (not an unusual post here) it will need service. You might be able to find a non-Apple resource for this but Apple will never look at the phone again for anything if you should ruturn it to the USA and get a friend to bring it in for service for something that cannot be repaired by a non-Apple provider.

    The iPhone is sold in France as carrier locked with Orange and as officially unlocked.
    I believe the carrier locked version can be sold without contract, but this doesn't mean the iPhone is unlocked.
    I believe the official unlocked version is sold for more than 509 EUR in France, and you must also pay an additional unlock fee.

    Since the sim slot in all Verizon iPhone 5's is officially unlocked out of the gate, you can save a ton of money by NOT calling Verizon support & NOT enabling data roaming, All you have to do is purchase a local sim when you get to France.
