Windows 7 computer giving 0x8004fe21 error on a genuine computer

Hello, i'm posting this for my mother as she as not so tech savvy, the computer has been having this problem for months and it gives no option to activate, we can try to active it through going into the system but each time we do it says "The page failed
to load." all it has is the option to solve online which they want her to buy a whole new windows 7 which she already has. When going to slui.exe i get the error Bad Image "c:\Windows\system32\SPPC.DLL is either not designed to run on Windows or
it contains an error. Try installing the program again using the original installation media or contact your system adminstrator or the software vendor for support" followed by the error slu.exe - Entry Point Not Found "The procedure entry point
SPPC.SLOpen could not be located in the dynamic link library slc.dll."
We have tried many anti-virus softwares and malware finders even paid for a program to help fix it to no avail, the people on the phone can't fix it without accessing her computer and the thought makes her uneasy. Can you please help us?

According to your description, it seems like system considerable file corrupt. It would be better to use Windows installation disc to make system repair to fix this problem.
If you didn't have Windows installation disc in your hand, you can refer to the link below to create a system repair disc.

CS6 windows extractor keeps giving me errors when trying to create a destination folder.

It gives me three error pop ups. The first says I should check my diskspace and check the destination folders write privileges. I know it is not my diskspace because I have 847 GB free. I tried running it as an administrator and saving it to program files x86, program files, my documents, desktop, C-drive, but none of them are working.
The next error that pops up is telling me to try redownloading it. I have done this and it has not worked.
The last error messege changes based on the destination i am trying to put it in.
I am running windows 8.1 on a brand new HP Envy notebook, it has a x64 bit OS with a Intel I7-4700 MQ processor. I didn't have any problems running it on my old gateway laptop, it was about 7 years old and could run it just fine but it recently died on me. It had a better OS though, Windows 7, and I am wondering if having windows 8.1 is causing a problem with this install.
Anybody have any suggestions?

Blob5 you may want to try running a trace route for the server which is hosting the CS6 files. The server in question is going to be trials2.adobe.com. This should help you determine if there is any packet loss or servers between you and the download server which may be causing your current difficulties. You can then contact your ISP so they can report the issue.

Close your iTunes,
Go to command Prompt -
(Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
(Win XP SP2 n above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
In the "Command Prompt" screen, type in
netsh winsock reset
Hit "ENTER" key
Restart your computer.
If you do get a prompt after restart windows to remap LSP, just click NO.
Now launch your iTunes and see if it is working now.

Do you also connect the external USB drive to the AC power as well while you use it ?
Sometimes USB external drive problems are resolved simply by plugging them into the mains power and trying again.

Uninstall your existing copy of iTunes. Delete any copies of the iTunesSetup.exe (or iTunes64Setup.exe) from your downloads areas for your web browsers and download a fresh copy of the iTunes installer from the Apple website:

(The current build of the 11.1.4.62 installer was changed a few days ago, which fixed the bulk of the reports of MSVCR80.dll/APSDaemon.dll/Error-7/AMDS-could-not-start trouble ... but the build number on the installer was not changed. So we're trying to make sure you do the reinstall using a "new good" 11.1.4.62 installer instead of an "old bad".)
Does the install with the new copy of the installer go through properly? If so, does that clear up the error message?

RDC for MAC cannot connect to TS server with error message "You were disconnected from the Windows-based computer because of problems during the licensing protocol".

the mac clients are running RDC for mac version 2.1 and they cannot connect to Windows 2008 R2 TS server. They get the error "You were disconnected from the Windows-based computer because of problems during the licensing protocol".

I face the same problem and my environment
and I've got same results as dle2k
1. TS lic mode is set to per user confirmed it works for windows clients.
2. the TS server's system log logged error "The Terminal Server security layer detected an error in the protocol stream and has disconnected the client".
3. the reports shows per user cal has been issued to users. no temp per device cal has been issued.
4. yes, CoRD works .
5. we tried version 2.1.1 of the Mac RD Client but it also does not work.

You need to discard or save to an external disk and then discard some of the stuff we all tend to keep forever (movies, music, pictures, docs, apps no longer used, etc.). A clogged up disk also does not function ideally either.
