Windows 7 home premium wont update

Question

We had windows vista removed from our laptop and replaced with windows 7 home premium, this was done at our local computer shop.  I now realise that a month later it has never updated and no matter what i do it still wont update. it comes up with
error message 80070246.  Any ideas.  Many thanks
