Windows 8.1 ERROR MESSAGE: (Device missing)

Question

I am not able to change anything from administrator account.I am receiving error messages... 
RUnDLL There is a problem starting C:\WINDOWS\System32\inetcpl.cpl
C:\WINDOWS\system32\inetcpl is not a valid Win32 application. (NOTE: My system is a 64-bit opperating system x 64 processor system information indicates 4 processors)
C:\WINDOWS\system32\mmc.exe the service cannot be started either because its disabled or because it has no enabled devices associated with it.
There is a system administrator that has control, in some cases my administrator account and system properties are limited and cant be changed.
I am using a different computer to communicate as my TouchSmart cannot connect to internet. I have more information available I just don't know where to start as well as do not know what to do. I am unable to refresh or restore and do not have a back up disk .

Hello @Jeff-Chrys,
I understand that even logged in as an Administator you are getting errors that prevent you from doing anything. As this is on your Admin account I would suggest a backup of your personal information (if possible) and a full factory recovery. To backup your personal information and ensure that it is not lost I would like you to review and follow the steps set out in the HP Support document: Backing Up Your Files (Windows 8), which will ensure your personal files are up to date. The part that you want to try is under 'Recovery when Windows 8 does not start correctly' as it will have the steps you need to try as you do not have the recovery discs.
***WARNING!! If you want to keep any emails or bookmarks/favorites you will want to back those up as well as I do not believe they are backed up in the HP Backup process.
Next, I would like you to review and follow the steps set out in the HP Support document: Performing an HP System Recovery (Windows 8), which will you through recovering your computer back to factory settings.
*** IMPORTANT - Your personal files such as libraries, personalization settings, user accounts, and desktop themes are permanently removed. As well the computer settings are returned to the defaults (the way it was when it came from the factory). All apps and software that were installed on the computer when it came from the factory are reinstalled, and their settings are reset to the defaults. Additionally, software, apps, programs, and everything that you have installed or saved on the computer are permanently removed.
