Windows 8.1 Pro user has a blank apps screen, zero icons or tiles, no down arrow

A user was recently infected with a huge pile of malicious apps in their system, the legal malicious kind, and they were all removed and the system is now completely clean.
Unfortunately an unintended side effect is that the start menu is completely blank. All you see is a purple swirl and the mouse cursor, I have to Esc to get back to the desktop. If I manually attempt to start the app store, I get the green background and
swirly circle for a second and then it goes back to the desktop.
The following steps have initiated:
chkdsk /r
sfc /scannow
ClassicShell installed in the interim which gives them a working functionality, but access to the Windows 8.1 metro apps is gone and the Apps submenu is empty
Other user accounts on the system have access to apps, no issues there.
Run the apps troubleshooter:
  apps troubleshooter always states the temporary internet files store location was changed each time it was run however it's always set to C:\Users\%username%\AppData\Local\Microsoft\Windows\INetCache\ so not sure why it's doing that.
  'Reset and open Windows Store' process always leads to error message "Windows cannot find 'ms-windows-store:PurgeCaches'. Make sure you typed the name correctly, and then try again."
wsreset provides the same error message of course.
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml  always leads to errors, doesn't finish.
I manually deleted the app store cache, just for kicks, still doesn't run
Anyone else seen this before? ... and fixed it?

This article is about Windows 7, and the Windows 8 is similar.
Please check if the computer is domain-joined. The steps are different between domain user and common user.

    - If not successful and you can't fully turn the iPod fully off, let the battery fully drain. After charging for an least an hour try the above again.
    - If still not successful that indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

    I know that your original posting was over a year ago, but the same thing happened to me today.  Even the hard reset would not work, the screen remained blank and the palm would not turn off.  I ended up opening the unit and disconnecting the battery.  When I reconnected the battery (about a minute later), all functions were back to normal.  Maybe this will be helpful to someone else who encounters the same problem.

Checked connections on the motherbaord, hard reset, entering my phone into recovery mode then restoring through itunes, the iphone still responds to screenshots, there is just a blank black screen it wont light up in anyway that I have tried.     Back up your phone.
    Take it into the genius bar, they will replace the phone.

    It's been like this for a while now and I don't know what to do besides to take it into the apple store since I think I have tried everything to help get it back to normal. Any suggestions?

    I received a 4th Gen 20GB iPod (around 2 years old)from a friend and asked me whether I could fix it for him, which has been left untouched as a paper-weight for almost 2 months.
    I tried to turn it on, and the screen was completed blank and the device looked dead. Before doing anything I prepared the following:-
    1. A window based PC
    2. A Mac computer
    3. An USB iPod cable
    4. A Firewire iPod cable
    5. An iPod AC charger
    As the iPod was previously formatted on a PC, therefore I tried to plug it with a PC via USB cable, it did not response and not able to get recognized by the PC. I ejected the iPod and connected with an AC charger, after a few minutes, I did a Reset for the iPod

    The iPod showed an Apple sign, it stuck there for almost a minute, the screen then showed a battery with an exclamation mark sign, and after a minute, the iPod turned off itself. I was sure that the iPod carried very low battery, and could not be charged by connecting it with any computer (both Mac and PC).
    I decided to let it have a charge with an AC charger for a bit longer, after 10 minute I did the Reset again, this time a sign of folder with exclamation mark showed up after the Apple sign, and again could not get recognized by a computer.
