Windows 8.1 won't open "region" in control panel

Hi,
I can't open 'region' in Windows 8.1 control panel. I tried intl.cpl from command prompt. Nothing happen too. Anybody encountered similar issue?

I'm having the same issue too - brand new laptop!
Did you guys ever get anywhere with fixing this? 
I have a strange problem where the time is wrong for the region that I'm in. It's an hour out and I have checked within the clock in the corner and everything is definitely set up correctly so I can only assume that the issue is related.

    When I first downloaded iCloud to my PC a little while back, Photo Stream initially worked. I was able to check/uncheck both boxes available to me, as well as click the Options tab to the right of Photo Stream. I could make changes, click "Apply", and everything was fine and dandy.
    Within a day, I opened the iCloud Control Panel, and despite how many times I would uncheck Bookmarks, it didn't matter. I would click "Apply", and it would automatically ask me to sign in again. When I did this, Bookmarks would be checked again. Additionally, Photo Stream was grayed out; I was unable to check the box (which was unchecked), and I was unable to go to Options.
    Somehow, I managed to get my iCloud Control Panel "unstuck", and currently, it is working fine. There are 2 steps that I did to accomplish this. The 1st step listed below may be the crucial element for those whose reinstallation of the program has not succeeded, in and of itself. It is a change that I haven't come across as a possible part of a solution to this problem; I just happened to stumble upon this whilst searching my PC for possible fixes to the problem.
    Step 1: Find your iCloud File Folder. (On my PC, I clicked the Start button in the lower left corner, then clicked All Programs, and finally scrolled down to where all the folders for various "things" are.) Click the Folder and a sub-list will appear, with items such as Calendar, Mail, etc. Right-Click the iCloud Program icon, and at the bottom of the list that appears, click on Properties. At the top, there are 5 tabs. Click the Compatibility tab, and you should see, at the top, the following words: "If you have problems with this program and it worked correctly on an earlier version of Windows, select the compatibility mode that matches that earlier version." Following these words is a dropbox underneath "Compatibility Mode", and for some reason - I have no idea why this is - the box was initially checked to run the program in compatibility mode for "Windows XP (Service Pack 2)". (And from what I understand, Windows XP is not a compatible Windows Edition for iCloud, so I have no idea why this box was checked.) If the box underneath "Compatibility Mode" is checked, than it is running iCloud in compatibility mode for any number of earlier Windows' Editions. Uncheck this box, click the "Apply" button, and then click "OK".
    Step 2: Find your PC's Control Panel. (On my PC, I clicked the Start button in the lower left corner, and then clicked Control Panel in the list to the right.) In the Control Panel, click Programs. Under Programs and Features, Click "Uninstall a program" (and bear with me here, because you are actually not going to uninstall iCloud). Now, scroll down the list and find "iCloud". Double-click the "iCloud" icon, and a panel with 2 options should appear: "Repair" and "Remove". Check the "Repair" box, which will reinstall the same iCloud Control Panel, replacing missing or damaged files. ("Remove" will just .. well ... remove iCloud from the computer - or, if you prefer, uninstall the program.) Click Next, and the repairing process will begin and end. And that is it - you're done. Task Completed.
    Well, in the end, this worked for me. Photo Stream was no longer grayed out. I could permanently uncheck Bookmarks (finally). The Options tab for Photo Stream would open. Anytime that I clicked the "Apply" button after checking/unchecking boxes, it wouldn't ask me to sign in again (only to come back to a Control Panel that looked just like it did before I made any changes to it.). And, I created a Shared Photo Stream on my phone using photos from my Camera Roll (to test the program), and the Shared Photo Stream appeared on my PC's Photo Stream in no time. Hopefully, this will work for you too (regardless of the Windows Edition you are currently using).     ~ Brian

    I can't get my pc to open the icloud control panel?  I have it all set up on my iphone and I've followed the instructions to install icloud on my PC, but when I go to control panel, icloud and click to get the control panel, nothing happens?

    If you have Norton Security on your PC  you need to turn off the Browser Protection in Firewall/intrusion & browser protection tab.  It will give you the option to auto turn it back on in 15 minutes. I did this & Icloud worked correctly.

    You cannot see photos backed up in iCloud on your computer.
    Camera Roll photos backed up to iCloud are still in your Camera Roll on your iPhone.
    You need to regularly sync the photos to your computer. (then you can see them on your computer).

    If you're running Java 7, then in System Preferences > Java > Java Control Panel in the Security tab there is a check box to enable Java in your browser. To check for update go to the Update tab.

  • Windows 7/Bridge won't open files in Photoshop CS6 (cloud)

    I recently got the cloud CS6 and installed photoshop cs6, then uninstalled CS5.5. But now, Windows Explorer cannot seem to find Photoshop. If I try to associate the default for any file (.jpeg, .tiff, etc.) with Photoshop, Photoshop does not show up on the list of programs. I must browse to find  Photoshop exe (CS6 64). I click okay, but it continues to open the file in Windows picture viewer and to associate that file type with Windows Picture Viewer.
    If I right-click on the file, it does exactly the same thing. I must browse to Photoshop.exe. But it still opens the file in Windows Picture Viewer.
    Fix 1 Try Bridge Associations: I opened Bridge CS6->Edit>Preferences and made sure the files were associated with photoshop. But, when I then try to open the files from within Bridge, I get the message Windows cannot find c:Program Files\Adobe\AdobePhotoshop CS4 (64Bit)\Photoshop.exe. (my emphasis)  But I haven't had CS4 installed for years. I did not have this problem when I installed CS5. So now I can't open files from either Windows explorer or Adobe Bridge.
    Fix 2 Fix the Registry: So, I opened Regedit and went to HKEY_CLASSES_ROOT\Applications\Photoshop.exe\shell\open\command, and changed the (Default) from "C:\Program Files\Adobe\Adobe Photoshop CS5.1 (64 Bit)\Photoshop.exe" "%1" to "C:\Program Files\Adobe\Adobe Photoshop CS6 (64 Bit)\Photoshop.exe" "%1" . Don't know why the install left this at CS5.1. It SHOULD have changed it. EUREKA! Windows now recognizes Photoshop CS6 and I can associate files with it as usual. But I had to manually associate the native .psd file with Photoshop. along with .jpeg, .tiff and other image files.
    No Fix for Bridge: But back in Bridge CS6, it's not so rosy. I still get Windows cannot find c:Program Files\Adobe\AdobePhotoshop CS4 (64Bit)\Photoshop.exe. Make sure you typed the name correctly, and then try again. If I try File--Open with--Photoshop (default), I get the same message. Clearly, Bridge thinks Photoshop CS4 is the default, and I don't know where to change that association. Preferences does not allow browsing. So Bridge is pretty much useless.
    So what should I do about Bridge?
    Bridge CS6 still won't open Photoshop CS6. It's still looking for CS4. I thought about reinstalling Bridge, but when I try to download it, the cloud tells me it is is already installed and won't download. I am a little worried about uninstalling it and trying again. Maybe, I'll end up with no Bridge at all. I am beginning to regret my decision to go cloud. Don't know if the install mess is just cloud or noncloud versions as well. Doesn't seem to apply to all programs either.
    Postcript:
    I had to go to the registry and manually change CS5.1 to CS6 for InDesign and Illustrator as well, and then manually associate .indd and .ai files with those programs. What a pain this is. Obviously, the install program didn't change the normal associations to CS6. Left them with the CS5, and then when I uninstalled that--as anyone would normally do--it lost the association completely.

    Thank you David__B! Your suggestion worked perfectly. All the files are correctly associated in both Explorer and Bridge. And it didn't take all that long, mostly uninstalling. The Adobe App Manager very efficiently installs several different programs with very little fuss.
    I am not sure, but I think it may have been an old plug-in to Bridge back in the CS4 era that I didn't even know I had that was causing the Bridge file association problems. Uninstalling CS5 after installing CS6 seems to be causing Win Explorer problems, not just for me.  Based on this experience, I would recommend that anyone with several previous installations of Adobe CS do the following:
    Save your plugins and preference files in a back up file.
    Uninstall all the old adobe software.
    Run the the cleaner you suggested. (http://www.adobe.com/support/contact/cscleanertool.html).
    Install CS6 programs from the CCloud or wherever.
    Add your plug-ins back in as you need them one at a time to be sure they work.
    If you have already installed CS6 and are having file association problems, just uninstall everything and start at step one. You probably won't save time trying to fix the registry and manually associate file types--- yada yada yada.
    Steps 1-6 will give you a nice clean install and salvage only  good plug-ins.

    When i try to open the projects on my imac premiere gives me the following errors:

    The project contained a sequence that could not be opened. No sequence preview preset file or codec could be associated with this sequence type.
    I've tried opening several projects either made with CS3, CS4 and CS5...
    None of them work!!!
    Any ideas, suggestions?
    (temporary solution now is too use Parallels, trying this now hoping that will work...)

    Yes, that is correct. There are a number of effects and transitions that don't exist for the Mac that the Windows version otherwise does have. You'll probably see something like "Offline Filter" in the Effects Control Panel for any effects that don't have Mac versions. I think they'll just be ignored (they'll obviously have no effect--pun somewhat intended), or you can delete them. Similarly, transitions that aren't on the Mac will just show up as generic transition placeholders without a name; likewise, they don't do anything. If any of these are critical to the output, you'll have to replace them with something available on the Mac.

    I posted this under a related post as well - My itunes works on my windows pc, but not the store - First message said not enough memory, then yesterday, I downloaded itunes 8 for windows, then it still didn't connect to store, then I checked for all new updates and installed service pack 3, and firewall is off, and made sure I could get a connection to yahoo and I did. Also flushed the dns server. no pop up blockers on, to the best of my knowledge.
    One of these discussions says to reset keychain and rename hosts, but I'd like to know if anyone knows anything else to suggest. I will have a more experienced person help me with those things. Apple wrote back to me and sent me to the discussion page as well.

    Some one recently posted this as a possible solution, I am afraid I don't have the link.
    Go to your Internet Options either in IE or Control Panel, click on the content tab. Then Clear SSL state.
    Let me know if it works.
    P.S. this is specifically for the not enough memory error.
    Failure to connect after an up grade is usually due to firewall blocking - especially if you have Norton.

    In the iCloud control panel all the selections are available but the Photo stream selection is grey. This means i cannot sellect photo stream.
    Anyone know how to fix this?

  • How to open the JRE Control Panel from Firefox?

    I installed jdk1.5.7 and firefox and I also installed the jre plug-in in firefox. Now my firefox can display my applet now. But it still has a problem here. As we all know, in windows environment, when the applet has been loaded, a java control panel icon will display in the windows system tray area and I can open the control panel which I can monitor the output of my applet.
    My problem is how to do this in firefox environment? From where can I open the control panel window then I can monitor the output? By the way, I have opened the setting "Display the control panel" in advanced tab of jre's ControlPanel application.

  • Windows BUG: Can't change file types through control panel Quicktime settings

    I am running the latest version of Quicktime on Viista Home Premium 64-bit.
    When I into Control Panel -> View 32-bit Control Panel Items -> Quicktime -> Browser, and I click on "File Types" or "MIME Settings", I get a blank page that looks like this: http://oi40.tinypic.com/hvbbia.jpg, and Quicktime momentarily freezes.
    I have no issue adjusting file type settings when bringing up Quicktime outside of control panel, or when using "Default Programs" within control panel, it's only when I do it within "View 32-bit Control Panel Items" that it does this.
    This is a minor bug but still weird. Can anyone else verify the issue? I tried uninstalling and reinstalling but that didn't help.

    This could be caused by damaged QuickTime preference files (or possibly a permissions problem on the preferences files).
    We can try rebuilding one set of your preference files to see if that helps with the greyed-out stuff.
    First, quit QuickTime if you have it open.
    Next, you'll need to make sure you are set up to view hidden files and folders in Vista (or 7).
    1. From the Start menu, click Open.
    2. In the Organize menu, click Folder and Search Options.
    3. Click the View tab.
    4. In the "Advanced settings" pane under "Hidden files and folders" make sure that the "Show hidden files and folders" option is selected.
    5. Click OK.
    Next, you'll remove the QuickTime preference folder (and contained file).
    6. In Computer, open Local Disk: C or whichever drive your documents are stored on.
    7. Open the Users folder.
    8. Open the folder with the name of the Windows 7 user account in which the QuickTime file types are "greyed out".
    9. Open the AppData folder.
    10. Open the Local folder.
    11. Open the Apple Computer folder.
    12. Drag the QuickTime folder out onto the Desktop.
    Now you'll rebuild the preference folder and file.
    13. Launch QuickTime. Check your file types again.
    Are they still greyed out, or can you change them now?

    I installed a new application on a brand new windows 2008 r2 machine. It does not show in control panel. The same app show in control panel of another machine which has windows 2008 r2  
    I checked the control panel policy in gpedit.msc and enabled all,  but no luck.
    When i try to uninstall the application programatically by browsing to uninstall key in registry it works.
    Any Ideas?

    Can you check if you have an active connection? What type of connection are using? If you are using cellular data connection, try to use Wi-Fi and check if the app updates will appear on the Store. Also, do you have multiple phones registered under your Microsoft account? The App update push notifications may not be shown if you have multiple phones running with the same account. If this is your case, try to remove a registered device from your Microsoft account, please follow the steps below:
    Use a desktop browser, sign in to your Microsoft account by clicking on the link www.windowsphone.com.
    Once signed in, and then hover a mouse pointer over your name at the top right corner of the page.
    On the drop down menu, you will also see the list of devices that are registered on you Microsoft account.
    Select a device that you would like to remove.
    Once you have selected the device, move a mouse pointer over your name and then select Account Settings on the drop down menu.
    At the top left corner, you will see the name and model of the Windows Phone you would like to remove.
    Click on Remove.
    Confirm the action by clicking on Remove on the pop-up window.
    The back-end change to remove device association takes up to 72 hours to replicate through the systems.

    Either allow it to be the default player or go to Edit > Preferences > Advanced and uncheck the option for "Warn me if iTunes is not the default player for audio files".
