Windows Explorer Properties Dialogue box delay

Hello from Sydney Australia
We have an ageing Windows SBS 2008 server that is our file share. When I right click on a folder to check the properties it can take up to 1-10 minutes to open. Sometimes not at all and I have to reboot the entire server. We had Symantec Endpoint Protection
installed the latest version and we removed it as we suspected that to be the issue but its still just as unresponsive. There are a ton of files in each subfolder that we are trying to modify permission for so maybe that has something to do with the delay.
For example some 1700 folders.
I tried to work out icacls but the documentation is terrible and almost in-comprehensive.

could eventid 2003 source Perfilb says something about;
The configuration information of the performance library "C:\Windows\system32\sqlctr90.dll" for the "MSSQL$SBSMONITORING" service does not match the trusted performance library information stored in the registry. The functions in this library will not be
treated as trusted.
