Windows Security blocks download of Flash 10.x

I was having trouble installing Adobe Flash 10.x plugin for Safari/Firefox under Windows XP.  A popup Windows Security window kept appearing during the Adobe download.  It's not the antivirus/firewall/Control Panel>Security Center stopping the download: it's the security settings in IE!  Lower the security settings in Internet Explorer briefly for the Internet zone or place www.adobe.com in trusted sites, and see if that clears it for the download.

    Because my email at work is always too full, I bought one of those mini flash drives to off load some stuff so that I could delete it from my mailbox. When I brought the flash drive home and put it on my Mac, it shows all the files are there, but I can't seem to open them (see the one below as an example). When I click on them, they show up as an attachment in an email. I was able to read the text on one I tried by somehow getting to HTML (don't know how I got there), but it didn't show the item as it was, just the text. Is there something I have to do to read Windows files on my Mac? I don't have any problem when I forward emails from work to my home email, so why won't these files just open in Mail like those do? Each time I click on the one below, it just opens another mail page with this as an attachment, but the item itself doesn't open. Can you help?

    If you're sure you've installed the latest version of Flash, take each of the following steps that you haven't already tried. After each step, relaunch Safari and test. For a "missing plug-in" error, start with Step 7. Back up all data before making any changes.
    Step 1
    You might have to log out or reboot before a Flash update takes effect.
    Step 2
    In the Safari preference window, select
    Privacy ▹ Remove All Website Data
    Close the window. Then select
     ▹ System Preferences… ▹ Flash Player ▹ Advanced
    and click Delete All. Close the preference pane.
    Step 3
    If you're only having trouble with YouTube videos, log in to YouTube and load this page. You may see a link with the text "Leave the HTML5 Trial." If so, click that link.
    Step 4
    If you get a warning of a "blocked" or "outdated" plug-in, then from the menu bar select
     ▹ System Preferences… ▹ Flash Player ▹ Advanced
    and click Check Now. Quit and relaunch the browser.
    If the warning persists, triple-click anywhere in the line below on this page to select it:

    Right-click or control-click the highlighted text and select
    Services ▹ Open
    from the contextual menu.* A folder should open. Inside it, there should be a file named "XProtect.meta.plist". If that file is missing and you know why it's missing, restore it from a backup or copy it from another Mac running the same version of OS X. Otherwise, reinstall OS X.

    Step 5
    Open this folder as in Step 4:

    Delete the following item, or anything with a similar name, if present:
    Flash Player (failing).plugin  
    You may be prompted for your login password.
    Step 6
    Re-download and reinstall Flash. Download it from the domain "get.adobe.com". Don't click a link from any other website, including this one, because you can't trust links. They may be an attempt to trick you into installing malware masquerading as Flash. Type the address into the browser window. Never download a Flash update from anywhere else.
    Step 7
    If you get a "missing plug-in" error, select
    Safari ▹ Preferences... ▹ Security
    from the Safari menu bar and check the box marked
    Allow (or Enable) plug-ins
    Then click the button marked
    Manage Website Settings...
    if present and make sure that the website is not blocked for Flash.
    Step 8
    Select
    Safari ▹ Preferences... ▹ Extensions
    from the Safari menu bar. If any extensions are installed, disable them.

    A nonprofit has asked me to configure new Windows 7 computers so that all content is BLOCKED from the hard drive, but any downloads may be downloaded to the individual's flash drive.
    The nonprofit allows individuals to play games, check e-mails, but we have a problem with them trying to upgrade Firefox, Google, etc.
    They want all configuration to the DEFAULT STATUS after a person log off the computer....no upgrades to any programs!
    I will occasionally upgrade programs once a month or so, as the volunteer administrator.
    They have changed the controls from Windows ME and XP, when I was a computer programmer and installer (I also worked during Windows 3.11, 95 and 98/98 SE versions as well)...
    Anyone help me, please?

    1. You can change security with cacls function. However if you do it in wrong way, you can cut the branch you are sitting on:

    I have never seen Windows blocking a Flash Player update.  Try downloading the offline installers

    I just tried the link and it is just fine. If the GateKeeper pops up then open Security & Privacy preferences, click on the General tab, set the last radio button to Anywhere.

    Check the date and time and time zone in the clock on your computer: (double) click the clock icon on the Windows Taskbar.
    Check out why the site is untrusted and click "Technical Details" to expand this section.
    If the certificate is not trusted because no issuer chain was provided (sec_error_unknown_issuer) then see if you can install this intermediate certificate from another source.
    You can retrieve the certificate and check details like who issued certificates and expiration dates of certificates.
    *Click the link at the bottom of the error page: "I Understand the Risks"
    Let Firefox retrieve the certificate: "Add Exception" -> "Get Certificate".
    *Click the "View..." button and inspect the certificate and check who is the <b>issuer of the certificate</b>.
    You can see more Details like intermediate certificates that are used in the Details pane.
    If <b>"I Understand the Risks"</b> is missing then this page may be opened in an (i)frame and in that case try the right-click context menu and use "This Frame: Open Frame in New Tab".
    *Note that some firewalls monitor (secure) connections and that programs like Sendori or FiddlerRoot can intercept connections and send their own certificate instead of the website's certificate.
    *Note that it is not recommended to add a permanent exception in cases like this, so only use it to inspect the certificate.

    I suggest that you download and run the Acrobat Cleaner Tool http://labs.adobe.com/downloads/acrobatcleaner.html
    Next download and run the offline installer from http://get.adobe.com/reader/enterprise/ - all availabel Reader versions 9.5, 10.1, and 11.0 should run fine on Windows XP.

    After installing, reboot your Mac and relaunch Safari, then in Safari Preferences/Security enable ‘Allow Plugins’.

    Can you check to see if you have "enable plug-ins" checked in Safari's preferences dialog, under the security tab? If not, enable it and check.
    It seems to be a browser specific issue. Try a different browser like chrome or firefox, check if it works there.

    It's usually not necessary to change any security settings, and as a rule you shouldn't.
    To make a one-time exception to the security policy, follow these instructions. They apply to Installer packages and other installable items as well as applications.
    Some defective software installers may fail when Gatekeeper is enabled. Think carefully about whether you really want to run such an installer. If you do, temporarily change the setting to
              Allow applications downloaded from: Anywhere
    When the installation is done, revert the setting.
    Some applications that don't have a developer signature have been reported not to launch the first time unless Gatekeeper is disabled. The warning message from Gatekeeper is that the application "is damaged and can’t be opened." Again, think carefully about whether you want to trust the application. If you do, disable Gatekeeper as above, launch the application, and then re-enable Gatekeeper. If you still get the warning, delete the application.

    I am trying to download a trial version of adobe master suite but when I sigin in with my adobe ID a security alert pops up saying " Windowes security alert revocation informaiton for this certificate is not available, do you want to proceed?"
    I press yes but notihng happens it keeps popping up.
    My computer sits behind a firewall and proxy.  It may be useful to know if your install process accesses any TCP or UDP ports other than 80 and 443?

    Nothing to do with Adobe. Talk to your IT department and how they handle certificates and local security in your intranet. The default port for any HTTP communication is 8080, so yes, if it's globally blocked/ rewired, then there may be issues with downloads. In any case, this is nothing anyone around here can resolve for you.

    However, a great many can also be viewed in an HTML5 version, in which case http://hoyois.github.io/safariextensions/clicktoplugin/ or similar can be set up so that Flash never runs unless you specifically choose it to.
