Windows Security Center will not turn on and seems to be missing.

My brother in law's laptop had some malware which I have gotten rid of. After I cleaned it up I went to start his Security Center since the Action Center (windows 7) said that Windows Security Center Service is turned off. When I click "turn on now" it
says it cannot be started. I tried doing it manually by going into services and clicking on Security Center, but it isn't there. My laptop is also Win7 and I confirmed that it is normally there but on his it is missing. Is there a way to install it or fix
the problem? Any help or advice would be much appreciated. Thank you.

    Your iPhone is in recoverty mode at the moment so to possibly get it back up and running you would need to do a restore as you have been trying. Follow the steps in the article below for the specific error messages you have been receiving.     I've been working on this all day!!! I've tried everything I know of and can't get it to load either. Sounds like lots of people are having problems. Here is what I have so far...I have uninstalled EVERYTHING on my pc from apple and reinstalled itunes to no avail. I have tried all sorts of things I've read as fixes online. NOTHING has worked. Here is something interesting that i have noticed though. my main pc (which is the one i have always managed my itunes account with for years) is a 32 bit system running windows 7. Yesterday I installed itunes for the first time on my new netbook which is a 64 bit (windows 7) system and it works just fine. i have three other laptops (all window 7) in my household that are all 64 bit operating systems and ALL have updated to 10.5 and THEY ALL work fine. this is FOUR 64 bit systems ALL updated w/10.5 that work and ONE that is a 32 bit that will not. Can't get any help from apple. their suppot *****! I want to get someone on the **** phone or a live chat but cant. *** APPLE????? please let mw know if you find SOMETHING i can try next. I'm out of ideas and patience!

    Has the home button worked in the past, or is this been something that hasn't worked for some time? The only way to reset the device is with the sleep/wake (power) and home buttons together. Without it, you would have to wait until the battery dies and then plug it in to try and reset it. The Home button is used for several user troubleshooting steps. Without it, you cannot perform a reset, put the device into recovery mode, or place it in DFU mode. You need to get the home button repaired.

    My phone was working fine last night.  Plugged it into the charger and went to bed. Woke up this am to it off.  It would not turn on.  I tried a different charger and a different outlet.  Tried several times to hold down power and volume and or the menu button.  Finally, several hours later, holding the power and volume buttoon turned on the phone.  Said had 1%battery, so i kept it plugged in for about 5 min.  It went up to 2%.  I started to look at recieved text, then it went dead again.  Repeated the same steps and left it plugged in.  It kept turning off.  till finally, it went dim and a warning message came on to restore phone from itunes but idid not see the end of warning bc it shut off again.  Now it will not turn on, but has the white apple symbol turning off and on over and over.  I can not find the option to restore the phone, plus the phone is not on so the computer is not registering that its plugged in.  I can not call out bc no landline and can not call tech support.  Does anyone know why this is, or what to do?????????????
