Since Re-activation as suggested by the link above is not working for you, Can you please confirm the following:
The OperatorURL is reachable. ( you can find the operatorURL from the acsm file by opening it in notepad,etc)
And Book is still available on the book-store for purchase.
(If any of first two are not available, you might have to talk to distributor for next action item to get the book. Since you will have record of purchasing the book, (in my opinion) they should provide you the new token for downloading the book)
And please confirm this that you used the same userID for downloading that you used when you first fulfilled/downloaded the book.
(If it is the case, then you have to use the correct userID)

Adobe Digital Editions v4.0 Error: Check Activation on Windows 8
This isn't a question but a solution that I found to an issue that I hope will help others. I couldn't find a discussion board on this so I'm creating a new one.
I started getting the error message, "Error: Check Activation" when I was trying to download ebooks on my Windows 8 PC. I noticed this was problem for 2.0 as well, and when I tried to erase authorization and reauthorize (which seemed to be the way to fix the problem) it wouldn't allow me to. Then I tried to uninstall and reinstall which didn't work. Then I found the page for if you were having trouble installing ADE. I didn't really have problems with that part but I figured I would give it a try.
One this page, it says to "manually" install the program (which involves downloading the actual zip file and going through that). I did this and it fixed everything! I was able to erase the authorization and reauthorize after this.
I figured I would put this out there so that others might find it useful. I don't know this is specifically a Windows 8 problem or a v4.0 problem or what, but I would suggest trying to "manually" install the program before doing any of the other super complicated fixes that I came across and was scared to try.ok, follow the below steps as listed.
1. Quit ADE.
2. Choose Start > Search for regedit
3. Right click on regedit, ans select "Run as admininstrator"
4.In the left pane of the Registry Editor, locate the following registry key: HKEY_CURRENT_USER\Software\Adobe\Adept
5. Select Adept key, right click on it and select "Delete"
6. In the Confirm Key Delete dialog, click OK.
7. Close the Registry Editor.
8. Open Adobe Digital Editions and reauthorize.

I get the above error message inside ADOBE DIGITAL EDITIONS. I did the following before getting this error:
a) bought three books from Google Play
b) Downloaded the three .acsm files reffering to the books from the google play online page and added them to library(in Adobe Digital Editions-ADE for abreviation from now on), without using any authorization.
c)the books opened successfully and with no problem.
d)I decided to make Adobe ID. After I made it I made authorization inside ADE and erased in the path ''C:\Users\SEA\Documents\My Digital Editions'' the three pdf files reffering to the books witch where downloaded after completing the steps b and c.
e) this was where the problem began... from there on I wasn't able to redownload the books again inside ADE so I can read them without using the browser and when I try to reopen the .acsm files(for downloading the books and making them accessible inside ADE) I get the error message ''Error getting license.License server communication problem: E_GOOGLE_DEVICE_LIMIT_REACHED'' .

Are you sure it is still the same underlying Adobe account that was used when then books were originally accessed, with just the password changed?
In that case, should just have continued working, but ... you are using the world's worst software so anything can happen.
Try deauthorizing the computer and reauthorizing.

Sometimes ADE gets its registration/activation confused and in a semi-authorized state.
Uninstalling and reinstalling does not help, and indeed installation can even trigger this state.
Unfortunately, it often then gives misleading error messages about what is wrong.
A common incorrect message informs you that the ID is already in use on another computer and cannot be reused.
Another is "E_AUTH_NOT_READY"
This can often be resolved by completely removing any authorization using ctrl-shift-D to the Library screen on ADE (cmd-shift-D if on Mac).
Restart ADE, and then reauthorize with your (old) Adobe ID.
In extreme cases on the mac, the following extra step has helped some people. Navigate to /Users//Library/Application Support/Adobe/Digital Editions and drag the activation.dat file to the trash. I recently purchased an ebook, downloaded all the correct software and when I go to put it into my library i get an error saying "connection error" cannot connect to activation server. HELP!
I have this same problem in October of 2013. I am unable to import .ics files into Lion that I exported from my Snow Leopard MacBookPro without losing all of my future events (which all have alerts attached). All of the events from BEFORE today's date are successfully importing, presumably because they are no longer expected to trigger alerts via Apple Mail. After my first unsuccessful attempt, I learned that iCal was communicating with iCloud by default. I have since turned off iCloud, but I have not found a solution to the problem. Harvey

The 'Authorize Computer' dialog box is displayed.

I had the same problem after I gave my old iPad to my parents and tried to install Netflix. This is what you have to do: Open iTunes on your computer, the one you sync your iPad to. Then go to iTunes Store and search for and download Netflix app. After you download it, if your iPad is set to download new purchases it may start downloading on your iPad. If so, tap and hold to delete the app (because it is trying to install the new version on the iPad) Next step, go to the App Store on your iPad and find Netflix and it should say install since you already purchased it on the computer. Tap to install, and it will say the version is not compatible, tap to download a previous version. Click that and it will install the older version! One more thing, if and when you sync to your computer again it will say something like " Unable to install Netflix on your iPad" Just click the box to never remind you again, because it's trying to sync the newer Netflix app to your iPad, but it doesn't work so it displays the message. Have tried from two sources buying and downloading Adobe e-books and each time when I download them, Adobe Digital Editions starts up and then it just crashes without finalizing the book. When I then reopen the ADE again the book title is there, but with no author name or any other info, and I can't open it or transfer it to my PRS-505. Has anyone else had this problem and/or know what could be wrong. I just downloaded and installed the new 1.5 version of ADE so it seems that likely is not the problem.
Zevs...well I guess it was something wrong with my computer that caused this, had problems with my firewall/virus program also and when I got that fixed then the book download worked as it should also.

I have a book for my college course I purchased through academic pub. The site required me to download Adobe Digital Editions, which i did. However, when I click to download the book, I get a message that says "Adobe Reader could not open 'URLLink(10).acsm' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded".
Modern kobo books should just use regular Adobe DRM and be readable on compatible ereaders that are authorized to the correct Adobe ID.

When Adobe DRM book information say 'no copying', that generally means no copying outside those Adobe DRM limitations.
You should be able to copy within the restrictions. You can double-check that with the sellers (Kobo).

that you have authorized your pocket book with your current Adobe ID?
menu/Help/Authorize Device when plugged into ADE: Library/Authorize Device if using the older more reliable ADE 1.7.2
If the pocket book is already authorized but to a different ID, you will need to deauthorize it first, ctrl-shift-E to ADE with device plugged in (or cmd-shift-E on Mac).
Be aware that will lose the ability to read DRM books authorized with the previous ID. -

Where did you downloaded the installer from?
Does the installation throws any exception error or any error code?
I would recommend you to use Acrobat Cleaner tool on your system( Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs) and try installing acrobat using this Link : https://helpx.adobe.com/acrobat/kb/acrobat-downloads.html
