Windowssystem32autoexec.nt

I am running 9i personal edition and developer suite on an XP Pro platform. When I try to open a form I get an error message saying:
WINDOWSSYSTEM32AUTOEXEC.NT The system file is not suitable for running MS-DOS and Microsoft Windows Applications.
I have changed the preferences to point to the Internet Explorer executable but all I get now is a blank screen.
Can anyone out there give me some idea where this is coming from ??

Any restrictions set up for downloading apps in Settings/General/Restrictions?
Are you logged in with your correct Apple ID and password in Settings/iTunes&AppStore/Apple ID?
