Wiped OS, Intex Cloud Fx, how to re-install..?

Question

Bought a Intex Cloud fx, installed relevant adb drivers, entered fastboot mode, accidentally wiped the pre-loaded Firefox os. Now the phone starts and only displays splash screen (no os i guess.). I knew i have voided the warranty but who cares and i have recently came across a .pac file which is said to contain the firefox os for Cloud fx.
I even have a pac file flasher, but the problem is the phone is not detected by the flasher, therefore i am unable to install the os. Help me.

If the system permissions outside of Server.app and outside of the OS X files that are managed with Repair Permissions have been changed and various operations are now failing, then the paths back involve resetting the permissions to the original (large and complex project, as the permissions don't and variously aren't consistent down through a directory hierarchy), or the (destructive!) wipe and reinstall.
To perform the permissions repair and potentially then the (destructive!) wipe and install, boot the repair partition, or create and boot from an external keydisk you've created.  Certainly try a repair permissions from Disk Utility.   Then — only if there's nothing on the disk you care about, or if you have an external backup or two of all of your data — off-disk and external copies everything that you do care about — erase the boot disk via Disk Utility, and reinstall OS X, and re-download and reconfigure Server.app.
Resetting the directories manually is still a large project, and what needs to be done depends on how broadly the permissions were changed; what directories and files were effectived   If you can haul over individual files from an older backup or individually from the post-corruption backup, then you can reset inditividual data files as needed. 
If the permissions change was to specific directories, those might be undoable with lower-level commands, but details of that depend on exactly what was changed.
But if there's no data on the disk that you care about now, the wipe-and-install will be far and away the fastest recovery.
As for Server.app, you won't have to pay again.
ps: FWIW, AFAICT, re-downloading and reinstalling Server.app will not address this permissions issue.  Not unless the permissions changes and the resulting issues were within the Server.app bundle, and your reference to having changed users and groups settings implies it was not.
