What version of Premiere Elements is involved in your question? Be that as it may....
If your purchase of Premiere Elements was via the box packaging then you have an installation disc for the program on Windows and another installation disc for the program on Mac. No problem.
But, if you purchased the program as an download, you purchased only the version specific to the computer operating system to which it was downloaded.
Consequently, if you purchased Premiere Elements as download to your Windows computer, you will need to purchase Premiere Elements Mac for the Mac computer.
This is not Adobe. Rather a user to user forum. You can confirm the above with Adobe Sales. But what is described above is the way that is has been.

I replaced PC with MACbook, can I download my Elements and Lightroom or do I need to repurchase?

I replaced my PC which is broken and no longer usable with a new Macbook Pro. I would like to download my Elements and Lightroom in the Mac OS version. Can I do this or do I need to repurchase. I just bought the Elements in August 2014 and the Lightroom in 2013.

you do not need to re-purchase. both those are cross-platform products so you just download the mac installation files and use your mac serial numbers to install on your mac.

I purchased Adobe Photoshop Elements 13, comes with disks, can I download it instead?

My new laptop doesn't have a CD rom drive. I guess I didn't realize this would be a package with disks in it when I ordered online.

Lost songs. Can I download a second time from purchase history?

My daughter has been loading movies and songs on her Touch. I was helping her upgrade the software today and that caused it to crash and that forced us to restore the factory iPod settings. Which deletes all her songs and movies. That's when I discovered that she had been buying and downloading the songs directly into the iPod Touch and not synching with her laptop. So everything's gone. I can see her purchase history on the iTunes Store. Will they let her re-download previously purchased songs and movies? She's pretty upset.

The scenario you have described is EXACTLY why it's an extremely bad idea to rely on any iPod as the only backup for your library.
Store policy states that downloads are a one time deal & it's the USER'S RESPONSIBILITY to BACKUP important files. You can e-mail the store by means of the following customers service link, explain what has happened, & request that your daughter be granted a waiver for a one time re-download of her purchases. Please keep in mind that the store does not have to grant a re-download, but if your daughter is fortunate enough to get that waiver, it now becomes IMPERATIVE that she start some type of REGULAR BACKUP program for her music. Mac Mini Upgrade to Lion with USB: can't download Server Add On

I have a Mac Mini on Snow Leopard and I bought the Lion USB key to upgrade to Lion. I have a weak internet connection. Unfortunately, the first thing that happens when I insert the USB key and start the upgrade is that it needs to download the Server Add On. What is very bad is that it says to look on the App Store app to monitor the download but there is nothing happening here. My ADSL box shows no activity. Why do I have to download this? how many Mb is it? can I skip it somehow? If I cancel, it cancels the installation...
I am very disappointed and unhappy by this, I thought I would upgrade to Lion easily, especially after buying the USB key for 69 euros (I live in France).

Yes. What came on your Mini cannot be installed on your other computers. You will have to purchase and download Lion for the MBP. If you wish to install Lion server on the MBP, then you will have to purchase and download Lion Server, too.

Narative view can only download the second report

All,
I have created two account reports. In the first report I added a narrative view and embedded the second report. They work fine. However, the users will need to download both reports to Excel and only the second report embedded in the narrative view has the download link displayed at the bottom.
Is there a way to get the download link to appear after the main report?

You can't download something from Safari to your iPad. iPad is a closed system, and not subject to virus intrusion. Now, if for example you have a Kindle app and you go directly to Kindle in Safari and using your ID you buy a book, the book will download to your Kindle account, which you could then open your kindle App on your iPad and read the book you downloaded in your App. But you can't go into Safari and just download a book or a movie directly to your iPad from the net........

For DropBox, you may want to consider downloading the app. The native Mail app attaches photos quite easily. You might consider using that for Hotmail rather than a browser.Hotmail I can't address, but Dropbox does not appear to use flash.
There are a handful of browsers in the app store that can provide limited functionality with flash, but they may or may not work for these. iSwifter, Puffin are two, but there may be more (search on flash).
For the record, Adobe has ceased support and development for flash for mobile devices accross the board, not just iOs devices.
