With the New Version of iTunes for Windows it does not allow me to ADD folders of music, just single files. as I have extremely extensive library this is very time consuming

Itunes will not allow me to Import Folder with the new version. Does anyone see what I am most obviously missing. It only allows me to add file to library and not folder. as usually add huge amounts of files at once. please advise.

"Add Folder to Library" is still in the file menu, but you might need to bring up the menu bar to see the file menu.
If you're using 11.0.x, click on the wee boxy icon up in the top-left corner of your iTunes to see the "Show Menu Bar" control, as per the following screenshot:
