Won't let me purchase Iphoto book, keeps saying approve billing info and i have!

i keep trying to order a photo book, but it says assembling and then tells me my billing info has changed and i need to approve it.
i've don't that so i don't understand what the problem is. it's a really important book and time sensitive and this has really messed things up

tried that, but the "teacher" person was trying to have the info wiped clean and then when i go to buy book then change the account stuff from there...
i just don't understand step # 7 says there's a place saying "method of payment" all i can find in the account stuff is 'change billing or address info'

I am at a complete loss. I was at the mac store today in Covent Garden. I have a MacBook pro and was telling the guy at the genius bar that my computer is really slow and just not working in some odd ways. He checks my hard drive and tells me my computer is fine. He backs up all my data onto the drive I brought with me then he re-installs my operating system. Yesterday I had Maverick (i had downloaded it myself) but he installed Mountain Lion telling me that he didn't want to 'overload' my mac (surely this is a sign that I need a new laptop if we can't install the latest operating system?!)
Anyway, I tell him I don't want to lose my applications so he downloads iLife (including iPHoto) onto my new operating system. We didn't transfer over my photos while I was in the store because it would take hours. So I get home, go to open iPhoto and it won't work!!!
I see that one can no longer download iPhoto off the web but apple insists you go to the AppStore. So I go to the AppStore and the only option that comes up for me is to 'accept' iPhoto. So I click 'accept' and enter my Apple ID (the same ID I've now had for years) and nothing happens. It's like groundhog day. I couldn't buy iPhoto if I wanted to because it won't let me past the 'accept' page.
Can anyone help?

As you found out, Settings>General>Restrictions is passcode protected. If you do not remember the Restrictions passcode:
Forgotten RESTRICTIONS Passcode
- Restore from a backup that was make before you added the Restrictions passcode. If you restore from a backup made with the Restrictions passcode the Restrictions passcode is also restored. Place the iOS device in Recovery Mode if necessary to allow the restore.

Where are you trying to log in? You should be able to change your ID at http://appleid.apple.com - can you log in there?
Before you change your ID you should log out of the iTunes Store and on any devices which are logged into iCloud. Then once you've changed it you can log back in with the new ID. (Your iCloud synced data will disappear from the device when you do this but will reappear when you sign back in - give it time).

I assume that you don't have a rescue email address (which is not the same thing as an alternate email address) set up on your account, as described in then steps 1 to 5 on the page that you posted from ? If not (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

App issue, won't let me purchase

I'm trying to get this app Ventrilode for my friend's iPod Touch 4g and won't let me purchase. I got the money for it and the iPod is running on iOS 6.0.1 and got about 5GB memory left (from uploading music) but it won't let me get the app. I try using my iTunes ID for that purchase but still won't let me get it. whats up? please help..... my friend needs that app.....

I received an Unknown Error then the Wi-Fi on my friend's iPod completely stop working. So I attempt to download the app on my PC and was able to download successfully. Then after I try to sync the app to my friend's iPod and I received the same Unknown Error. So I restore the entire iPod and since I don't have iCloud downloaded on my PC she couldn't get her back up for here iPod. Then trying to sync again with my Apple ID and it work.

Yes. You can set the payment method to "None" once you log into iTunes on your PC/Mac. I have it set up this way.
