Would like to rotate my toolbars to where a specific one is on the bottom

I use the drop arrow of a specific toolbar frequently throughout the day and would like to see that toolbar at the bottom of the stack. How do i rotate those?

I was hacked. the online css file did not match my saved version. fixed now
