WP 8.1 Cyan Update = FCC Complaint

Blah, blah, blah.  Verizon this.  Verizon that.
Every Windows Phone release is the same runaround.
Verizon has been told a number of times how to participate in pre-release Windows Phone testing.  Verizon has been given specific contacts at Microsoft, including the Windows Phone Program Director - Joe Belfiore.  Verizon is flat out lying to you if they are telling you that they have to wait for an update to be released by Microsoft prior to testing.  Verizon will pre-release test with Apple, so why not Microsoft?  I am wary of the disrespect.
Lesson learned.  Stop complaining.  Verizon will not listen to me.  Verizon will not listen to you.  VERIZON WILL listen to the FCC.
Another WP release, another FCC complaint.  Here we go...  www.fcc.gov/complaints  Hit the Website, fill out the complaint form and let the FCC know that you demand that Verizon post the Cyan 8.1 update immediately.  And for what it's worth, mention to the FCC that Verizon has been told how to get pre-release versions from Microsoft to test - yet they refuse to.  There are a number of fixes in this release that impact every Windows Phone that Verizon sells.  As a paying customer who owns a Verizon Windows Phone device - you are due this update the day of release.  Just like an iPhone iOS update.
Maybe if there are enough fees, fines, and inquiries from the FCC - Verizon will start to take their Windows Phone business and Windows Phone customers a bit more serious in the future.   And if not, I will be filing another complaint with the FCC when WP 9 is released.  Get with it Verizon.

On the other side of the coin...
You have Apple.  To my chagrin, my 2 sons and wife have iPhones with Verizon.  The day a new iOS release or update comes out; Verizon allows it to be downloaded to their phones.  Microsoft offers the same and identical capabilities, yet Verizon refuses to participate.
Next, there are a number of global Windows Phone providers who have made 8.1 Cyan available to their customers already; since the July 15th release.  These providers have decided to make the Windows Phone Platform important enough in their business to stay on top of updates and new version releases.  Once again, Verizon does not deem the Windows Phone Platform to be important enough.  Translated = the Windows Phone Customer holds no importance to Verizon.
I find T-Mobile, AT&T, and Sprint to be "lesser providers" in terms of Windows Phones.  Verizon should be setting the bar, not sitting at the bar.  It's a joke to jump from Website to Website reading about the Cyan 8.1 features when you have none of them on your phone.  In the meantime - you can read below about those WHO DO have the 8.1 Cyan update and you can use some of these Websites to see when Verizon plans to "grace us" with yet another late WP update.

  • The FCC and your 8.1 Cyan Update

    "We welcome your complaints and concerns.  Please use the www.fcc.gov/complaints Website as this is the most expedient way to file a complaint.  After doing so, we will assign an FCC Agent to your complaint.  It is the goal of the FCC Agent to work with Verizon to establish some kind of resolution."
    And so went my conversation with the FCC today regarding these "irregular", "illegal", "useless", "annoying" and other such-defined complaints that we have all been told "aren't worth filing". 
    The FCC said that all complaints are considered "real" and that all are assigned to FCC Agents.  The FCC Agent then contacts Verizon to try to find a solution - then brings the customer into the loop to see that either (A) the problem is solved, or (B) the customer decides to escalate because they do not feel that the problem is solved.
    "Escalate" was a fresh option so I asked my Rep to explain.  I was told that if you are not satisfied with what the Verizon Rep tells you during their call, that you can contact the FCC and ask for a Mediation Specialist to step in.  This request must be made in writing, must include your complaint number, and must be sent via mail or fax.  A request for mediation is an aggressive step, therefore the FCC can no longer receive electronic correspondence regarding the complaint.  This sounded extremely "official" - making the request in writing, etc. - but a legitimate option nonetheless as complaints in the past have gone nowhere with Verizon.
    My FCC Rep was eager to know what my concerns with Verizon were and confirmed that they were legitimate complaints.  She also said that since the Verizon Customer Contract could come into play during mediation, that they always suggest that the consumer's State Attorney's Office receives communication about the complaint as well.  I was told that the State Attorney's Office would take a serious look at the complaint - especially after seeing that I took the time to go through the FCC complaint process and that I am asking for mediation.
    I planned on going to the State Attorney's Office with a pile of paperwork after this round of complaints, but the whole idea about FCC mediation may accomplish the goal of getting someone to pay attention at Verizon.  It may accomplish something simple like a documented public update schedule for Windows Phones from Verizon (as has been discussed out here in the past), or it may be something big like a resolution that involves Microsoft working more closely with Verizon to participate in pre-release testing programs. 
    Do you have your 8.1 Cyan Update yet?  Do you have a better plan to promote you getting your update (or future updates) faster?  If you answered "no" to both, then please join me by filing your complaint.  Feel free to ask for mediation when Verizon calls to ask how things are going and by all means, be sure to let your State Attorney's Office know as well.  No one is looking to sue anyone.  No one is looking for fees or fines.  There is nothing illegal happening here that we are the whistleblowers on.  Just looking for a change that benefits the paying customer when it comes to updating our Windows Phone devices.  Please join me.

    Yea, had a Blackberry too.  Corporate issue - from side menu roller access, to track ball, to small touch square.  Corporate went to iPhones, but I didn't want an app-launcher.  Got a Corporate Plan with my Windows Phone, but I have to pay it then get the expense reimbursed.
    I've was using the Cyan update for many months on one of my company phones that we have to test our mobile apps on through the WP Developer Program.  Cortana and the 8.1 features are awesome.  Now running 8.1 GDR 1 on the same phone.  Stable for 8 days now, and some cool updates in GDR 1 for creating folder tiles.  Xbox Music has some nice updates in that release as well.
    The Developer Program for Windows Phone is pretty good.  Below is some info about getting on board.  Something to do until Verizon releases Cyan.  Just make sure you back up your phone prior to joining and running the updates.  There remains a slight chance that you may have to restore back to 8 before loading Cyan.

    3/12/2014 - 21:24 Eastern. Problem and I will be filing an FCC Complaint tomorrow. I am not complaining about a person but about Verizon Wireless' lack of process to handle customer service issues and complaints in a timely manner.  I have been a customer continuously since August of 2004.  We have no landline phone so I must call on the cell phone. (OK, if we had a signal I could call on my husband's cell but…)
    On 3/12/2014 at 18:55 I called Verizon Wireless at 800 922-0204 and was on hold and then with a technician for a total of 22 min. I have no issue with this wait. My situation: Sitting in my living room in my usual spot with normally 4 to 5 bars of 3G signal strength on iPhone 4 iOS 7.1, I had 1 bar of 1x and that was only after turning on roaming and updating my roaming capability.  This has happened in prior years and it signalled that Verizon had an Antenna down or out of position. I attempted to tell the person on the phone but she insisted I work through troubleshooting the problem on my phone (which I had already done). She then suggested I hang up and remove the battery to effect a soft reset (which you don't do on an iPhone 4!) and she would take another person in the rota and call me back. And continue this until she reaches me.
    She did call me back at 20:25 - unfortunately since I have no signal, all I got was a voice mail message that I can't acccess.
    AND no one has logged the service issue that I tried to report - that, probably due to the high winds in our area, their Antenna isn't working - and they could cut down on the incoming calls and frustrated customers simply by posting that there is a potential known issue affecting service in blah blah area and prepare to use other forms of communications in emergencies.

No Windows computer or USB: The same code is printed on your phone. That code determines your firmware variant which determines your current version. We can check together whether you have the correct variant, only with that code.

  • Verizon won't let us activate a new basic phone. Just filed FCC complaint

    My mom has had this Verizon plan for nearly 10 years. It's not a bargain by any means. It's $12 a month plus $0.25 a minute. Kind of a rip-off. But she likes the plan. Anyway, she recently added a $10 texting plan and talked to one of the sales managers at the store about getting a new phone (texting with a flip phone isn't practical.) He said she couldn't get a new phone with a QWERTY keyboard because she still has a year left on her contract, but recommended she get a phone elswhere, or buy one. She asked multiple times if Verizon would be able to activate the phone, and the salesman said yes multiple times. So she bought a new texting phone, an EnV3.
    She called up Verizon to activate it, and they told her that the plan is no longer valid and any device switch would involve changing plans to a more expensive version. Keep in mind she's under contract after she got a new flip phone last year. What should I do? The store couldn't activate the phone either. I'll try online but not sure if it will work. I filed an FCC complaint though so maybe that will help. Otherwise, I'm getting my mom off Verizon once the contract is up. AT&T is good in our area, and even T-Mobile is. At least you get what you pay for with them.

    After ten years of loyalty, we want to see your mom here for another ten strong. Pending which plan she is on, a Verizon Wireless device like an EnV3 may require current pricing plans in order to make the switch. Do you happen to know the exact name of the plan she's currently on as well as the offerings? Also, which device does she currently use? We're going to do everything we can to express options to make sure she gets some proper help so she can stay on board.

    when I got this its front camera was not working But rear(back) works fine with flash, But after some days I Updated it to win8.1 with Preview of Devloper, and after updating my Camera has Stoped working when I click the Camera Button, within a second it comes to Home Screen..... So I Downgrade to Win8.0 OS via Nokia Software Updater and My Camera Start Working again....

    Hi Forum,
    I bought a Nokia Lumia 925 from the UAE a year back.
    I have signed up for the developer's preview of Windows Phone 8.1 and am presently using it.
    Recently i read about another update to Windows Phone 8.1 along with firmware upgrades to Lumia named 'Cyan'.
    For now, my phone came pre-loaded with the Lumia Black update.
    I am now in the USA and have not subscribed to AT&T as a carrier.
    I want to enjoy using the latest Windows Phone 8.1 and Lumia Cyan update in my phone but i am unable to do so.
    How can i get the latest Windows and Cyan update to my phone?
    I request your help with this.

    You will need to reformat your device to factory, flash the device back to wp8, then get the over the air updated to wp8.1 and cyan should also come through, then reformat the device again and you should be able to pull your backup again. Then you can reinstall the preview for developers and then get the latest update with the folders capability too

    My lumia 920 did the cyan update last night and after the update everything is faulty. It doesnt detect my sim like before, it is set to flight mode and i cant set it back now. the time and date is always off. Cant turn it on for long and i cant update my apps and connect to windows app store. I also cant even on my screen sometimes. Please help I recheck the updates availability, it shows that my phone is up-to-date. What should i do? send for repair or just reset my phone? Thanks

  • Lumia 920 Developer Edition & Cyan update

    Hello, I have the Lumia 920 Developer Edition and recently got the 8.1/Cyan update. Previously, it was running the latest 8.0 ROM version for the device:

    My carrier is T-Mobile USA and I was getting their HSPA+/LTE signals just fine with peak download speeds upwards of 11MB/s. After the 8.1/Cyan update I received last night I now only get regular HSPA signals and my download speeds peak at 1.5MB/s.
    What changed? Will this be fixed?

    I spoke with T-Mobile USA support yesterday and they are looking into it. Your idea that 4G might be disabled in the Cyan/8.1 version of this Nokia Product code might be true, but if so why would they do that other than by mistake? If that is the case I hope Microsoft/Nokia fixes it soon and sends the update OTA.
    Another problem I am experiencing with this update is that the Internet Sharing feature cannot detect that my cellphone contract has tethering enabled (I've always had it because I need it for work) and it is sending me to the T-Mobile web page for upgrading my cellphone plan. The T-Mobile representative said that this shouldn't be happening and they will have it fixed soon.
    This behavior makes me think that this ROM update is not "negotiating" with the T-Mobile USA network correctly. Whether it should be fixed on the carrier side or the Nokia side I don't know. However, if T-Mobile can fix the Internet Sharing feature without anything being done on the Nokia side I think they will also be able to allow this updated ROM to get 4G connections by making some small configuration changes on their side.
    If they are able to do it I will definitely say that T-Mobile USA is the BEST carrier in this country. I already recommend it to everyone I know (unless coverage is an issue). I would recommend them even more strongly. I hope T-Mobile USA is reading this!!!

    I installed Cyan update less than a week ago (Finland). Everything worked fine, but today my Lumia 925 started to install by itself software updates after which it erased ALL information (pictures, personal software. addressbook  etc) from the phone! I also received an SMS from Microsoft congratulating me for buying a Lumia! All the software that is left is the "original" as if I just had purchased the phone. 
    I logged into my Microsoft account but no information was recovered. I guess this has to do with cyan update. 
    Can you help me please?!

    You should not need to use the software reinstallation tool in this case, simply perform a reset of the phone from Settings, provided the backup option was switched on before the update you will have a backup linked to your Microsoft account, and your contacts at least are automatically sunced with that anyway. Automatic back-ups are normally switched on by defalut.
    When the phone starts after the reset, there is an option during the boot-up process that asks if you wish to reinstall an earlier backup. Again, as long as you had all options selected, the resotration would inlude all items from the last back-up.
    With regard to the update happening automatically, the phone can (if the setting is switched on) download updates automatically but it is not installed automatically, you would have received a notification on the screen and you would have pressed to install, perhaps this happened at a time when you were preoccupied and you pressed without checking what the notification referred to.
    The welcome message is an automated part of the initial boot-up process, even after resets and updates.

  • L920 Cyan Update: minor problems after update

    Hello everyone! I thought I should try to find help here since the FAQs won't do in my situation. I updated my Lumia 920 (Italian CV) to Lumia Cyan and Windows Phone 8.1 a few days ago (the morning it became available) and I noticed a few nuisances, especially regarding to the system apps that came with the firmware update.
    So, let's begin: after the WP8.1+Cyan update I had to restart my phone several times to be able to project my screen, to update the glance screen and Networking+ apps etc., which is not a problem for me. The problem is that some of them are not functioning as they should be: for example, a minor issue is that the glance screen keeps showing the "Low battery+in battery saver mode" icon when my phone is low on battery but is not in battery saver mode (I checked it, it was disabled in the Battery Saver app). Another, more annoying issue is that the Display settings app (that lets me configure my color profile etc.) does not have options I expect it to have and it does not behave as it should: for example, as far as I know, I should have a brightness profile menu - which I do not have. I did not really need this function but it is missing so in this case I think it is an issue. What the real problem is, that when the ~"Lower screen brightness when in battery saver mode" option is enabled, my phone's soft buttons' lights automatically turn off (even in low light) and my screen's brightness is lower when it is set to "Automatic". This would not be a problem when I'm in battery saver mode, but I am not! Another minor issue is that when I try to slide to the app list from the start screen, it lags a bit: I mean, it does not instantly follow my finger but instead waits a very short amount of time and then slides to the left.
    So, what I found out is that somehow these Nokia system apps could think that I am continuously in battery saver mode and it does not matter if I turn it off or change it to "when battery is low" or anything. Also found out that now my battery saver app says "Last charge: less than an hour ago" - I charged it yesterday and have not plugged the USB cable into it since then. I also do not see the USB settings in my Settings view, but I can reach it by searching "USB" - it's like if it was in developer preview o.O
    I do not have issues with touch or anything else (yet?) but I would like to ask you if there is a solution which is not hard resetting my phone? I already did a soft reset, manual reboot, "let the phone battery go to zero and then fully charge it up" but none of them helped. I tried to change the brightness settings, updated all the apps and checked for system updates etc.
    Some probably useful information:
    Phone: Lumia 920 (Yellow)
    Carrier: Italy - CV
    Update process: that's a bit tricky: I received Lumia Black with GDR3 and then I thought I could try WP8.1, ticked the preview app's box and received that "post-GDR3 update" which was a really small package then I changed my mind and disabled the developer preview function, so I did not receive a notification of the WP8.1 update. I received the "pre-WP8.1 update" then the WP8.1+Lumia Cyan update, everything went smoothly except that my phone rebooted when I started configuring WP8.1 (I thought it should have rebooted earlier..). Another "probably-not-an-issue" is that when I enter my SIM PIN, the phone says "accepted", the label switches back to "Enter SIM PIN" and then after ~0.5 seconds it goes away and unlocks. Might this be caused by WP8.1's Dual SIM support? 
    So, in short I only have these little issues, that the phone's Nokia system apps somehow always detect that I'm in battery saver mode. Short addition: Iupdated the "Display" app while I was still on WP8 GDR3+Lumia Black.
    Again, the question is whether there are any solutions except hard resetting, because that is the last thing I want to do with my phone and only if there really is nothing else :-/

    Every one of friends are using preview for developer cyan update so i cant wait any more. So , if I update through developer na what are problem i will face. Am using 720 and i have additional warranty so that i have any problem in warranty because my after updating developer , he services the phone freely with warranty....

    If that's the case then proceed at your own risk. While I'm not totally in favour of installing the update, unless you are a developer for Windows Phone, but anyway, the latest Nokia Software Recovery Tool now allows downgrading or reverting back to the current consumer release update.
