You have a store credit balance; you must spend your balance before you can change stores. I have $0.27 left in my US. I just want my UK store back. I can't even use my card and there's nothing to buy for 27cents. I'm pulling my hair out in frustration ? Please help I'm such a noob I don't even know how to contact them to reset it.

How can I change Country/Region when I still have store credit balance?

I registed an iTunes account when I lived in Japan and I used Prepaid Card to redeem Japanese Yen to account (Country/Region=Japan). I have 60Yen in account now, this amount is smaller than cheepest apps (cost 85Yen).
Right now, I came back to Vietnam and want to change Country/Region and to continue purchase apps in Apple Store:
- When I change Country/Region, I received error message "You have a store credit balance; you must spend your balance before you can change stores.". But I couldn't spend money due to not enough money.
- When I change Payment Type to Visa card, I received error message "You payment method is not valid in this Store. Please enter a new payment method."

You can't change your account's country when you have a balance on it. It's strange because I can change my AppleID country without this message.
So what to do? Just try to do this again, but on another device. You may also erase cookies and history of your browser.

Contact iTunes Support - http://apple.com/emea/support/itunes/contact.html - and ask them to clear your balance.

HT1311 I want to change store back to UK but it won't let me. It keeps saying I have a store credit balance that I have to spend before changing stores. What do I do?

I am in the UK and I wanted to view an app but it said it was only available in US stores and it asked me if I wanted to change stores. So I stupidly chose yes so I could see the app. Terrible mistake. It was a rubbish app and I can't change my store back to the UK store, because of this, I cannot update my apps that aren't from the US store and it really frustrates me.
I've done what apple has said. Log out, sign in, change country/region to selected store but that didn't work. It said:

You are correct, in order to change the country of your account, you must get rid of the remaining balance. Contact iTunes Customer Service and they can take care of it.

Sounds like you have abn expired credit card linked o yoru accopunt.
View your iTunes account payment info and select None for the CC.
You may need to first add a valid card number before you can remove it.

You cannot use your balance for gifting content, that can only be used for buying items for yourself - your credit card will be charged for any gifting that you do
