"Your Apple ID has been disabled" Error

Good Afternoon,
I keep getting this message whenever I am trying to download or update my apps. This randomly started yesterday. I have reset my password already, logged in and out multiple times, connected to iTunes and accessed it on my PC. What's the next step? Any help would be appriciated.

Apple ID security issues -
Account security issues almost always require you to speak directly to an Apple representative to securely establish your identity as the account holder. You can set it up so that Apple calls you, either immediately or at a time convenient to you.
1. Go to www.apple.com/support
2. Choose Contact Support and click Contact Us
3. Choose Other Apple ID Topics and choose the appropriate topic for your issue
4. Follow the onscreen instructions

When your account becomes disabled, Apple provides the following recommendation:
"This message means that someone tried and failed to sign in to your account multiple times. The Apple ID system disables the account to prevent unauthorized people from gaining access to your information. You need to reset your password, following the instructions at the Apple ID website".

In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)

My Iphone 4 is telling me the same thing and I believe I figured out what the problem is. I had some fraudulent charges on my itunes account, so I call my bank and disputed the charges. Right after I did that, I started getting the message "Your apple ID has been disabled." I just realized today that the charges are not fraudulent, they are "in app purchases." One of my daughters downloaded the game Top Girl which is FREE, but in the game Top Girl you use money in the game to purchase things. It just so happens that the money you use to purchase things is real money MY Money!!!. My daughter thought she was using play money in the game and had no idea she was using real money. She spent $106.00 buying stuff. Now I have to call the bank and tell them to release the hold and pay Itunes. I'm hoping this solves the problem. If you are still unable to access your account after resetting your password, you will need to contact iTunes Store Customer Support via http://www.apple.com/support/itunes/contact/

Depending on why it's been disabled you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
If it then works on your computer's iTunes but not your iPad / iPhone / iPod Touch then try logging out of your account on the device by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it

I am having the same problem. I went through the process to have the ID unlocked (Changing password etc.) and was able to log in here on the website to post this message. Well, I spoke too soon. Yes, I'm using the same account on both iPads, but I just changed my password for the umpteenth time and now I get the disabled message on both iPads. Just yesterday I was able to upgrade one to IOS 5 but got the error message on the other. I'm getting more confused by the minute.

My Iphone when update or download is: Your Apple ID has been Disabled

Yes, I have a question!
I can download new apps from the app store on my iPhone 5. When I try to update existing apps, I receive an error message with no other information -- Your Apple ID has been disabled.
This occurred when I was updating apps shortly after upgrading to iOS 7. Half of my 8 apps updated successfully and then I got this error. Since then, the update process is stuck, for lack of a better term. The same apps update on other devices (iPad) under the same account.
Why are so many people getting this message? Why can I log into every other Apple ID account interface successfully, reset my phone, and reset my Apple ID passwords but still not update apps on this single device? Why does this article everyone points to not help?
