I changed my email address, and so I went in and changed my Apple ID as well. iCloud panel on my Mac is still stuck on the old email address. I clicked on Sign Out and it told me: "Your iCloud account couldn't be removed at this time. Turn off all iCloud services and try again." How do I do that? All the check boxes are grayed out. I tried entering my password, but it rejected that. I changed my Apple ID password, but it won't accept the new one either. How the heck do I "Turn off all iCloud services and try again"?

Do you remember all the apps you signed out of to make this work? I signed out of iMessage, calendar, itunes, app store, and facetime, yet I still have the same problem... Keychain won't uncheck....

1. you may have to take it in to Apple and get an out of warranty iphone for $199.
2. you can get your information from a backup of your phone. you do have a backup of your phone right either in iTunes or icloud. If you don't then your answer will be no.

Are you getting this messages in iPhoto? If so try the following (again?):
Log out of iCloud in the System/iCloud preference pane and disable Photo Stream in iPhoto's Photo Share preference pane. Then log back in and re-enable, respectively. That should jump start Photo Stream.

Backup to computer first and sync Apps to iTunes first!
Restore in recovery mode will work, be persistent and retry
Recovery restore challenges
- computer didn't detect recovery iphone, attempted and failed 3 times
rebooted computer then recovery restore worked
- recovery restore was successful, unlocked, and iMessage/Facetime, Find My Iphone, ALL WORKS!
Restore from backup challenges
* Make sure you have plenty of harddrive space!
- have to restore first then restore from backup, i did this incorrectly by restoring from backup and the find my iphone feature got stuck forcing me to recovery restore
- each restore from backup attempt will copy the original backup and create another backup folder. My original was about 10gb, so it copied another 10gb onto my computer's harddrive
- when i restore from backup, my computer ran out of space and errored out/failed.
- I tried again to restore from backup then figured out where the backup data folder was and tried to transfer to external harddrive but not quick enough and failed again.
- finally cleared the extra backup data files and restore from backup was successfull
Missing apps from restore from backup
- Downloaded all my missing Apps from APP store
- I have 300+ apps and there are only 15 screen scrolls, have to organize before apps will populate and load, very difficult to organize now. Wished I had sync Apps first.
Conclusion
This process took me literally 20+ hours to correct and will probably take me few more hours to organize the apps into their respective folders...
At least I got everything to work. Hope this helps!

Firstly, you need to change your details with Apple, Start here, change your country if necessary and go to manage your account.
In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.

Sign out in System Preferences>iCloud. This will remove any synced data such as Calendars, emails and Contacts from your Mac, but will have no effect on the data on the server - so that other devices logged into it will continue to see the data.

You can add more than one account to your iPad, but you can only have one primary account. Secondary accounts which you can add at settings> mail, contacts, calendars do not have all the features of a primary account such as photo stream.

When I purchased my ipad I logged on with my hotmail address apparently it got hacked so was advised to change this I did but on the i pad the old e mail address remains as my icloud account name how do I change this ?

I was then told that apple would cancel my hotmail account and that I had to use a new email address which I did logged on everything has changed apart from the Icloud account which is still keeping the old e mail address as my id. If you need to change the iCloud ID on your new phone you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iPhone, then sign back in with the ID you wish to use. If you don't know the password for your old ID, or if it isn't accepted, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

You cannot fix it. Nobody can. There is a limit to how many free iCloud accounts that can be created on one iOS device and the limit is three. Obviously, this device reached that limit which means that this open box iPad was most likely owned by someone else or customers that used theiPad in the store got cute and created iCloud accounts on it and then deleted them.
So that's why deggie is recommending that you return the iPad to Best Buy and get your money back. You bought a device that should have never been sold to you.

You are getting this message because you are attempting to create an iCloud account on a PC. You can only create iCloud account on an iOS device (iPhone, iPad or iPod Touch) running iOS 5 or higher, or on a Mac running OS X Lion (10.7.2) or higher. After creating your account on one of these devices you will then be able to sign into the account on your PC.
