"Your payment method was declined. Please enter another payment method" Error

I've been trying to download an app for about two hours now. I recently got a new Macbook and iPad, my iPhone is a bit older and has been used frequently. I have only bought paid apps with my iPhone (and other iPad -- not usable currently). I have been trying to download a game which is $4.99 on my account, I have tried with my Mac, iPad, and iPhone, no luck. Every time I get a error saying "Your payment method was declined. Please enter another payment method". I know for a fact I have more than enough money to pay for this app. All the details have been checked and checked again. What is the problem?
I also get an error when first buying the game (or attemting to) and it says something along the lines of "You've recently used a new device or computer to access this apple id, please sign in to confirm your purchase". That then leads to my confirmation of my security code on my card, which is triggering the first mentioned error.
Apple Support has not yet given me a response, can any of you help?
I think that for some international copyright issue, Apple is now blocking purchases from your store if they detect that your IP is outside the frontiers. I've been using my Canadian Visa Card for two years to purchase from France on ITune Store Canada and I never had a problem until today. Impossible to buy RunKeeper Pro. I get the same message you get. The only option seems to swithch back to IStore France and modify the account details with a french address and a french credit card.
Are you in a similar situation?

I get this sometimes with the card I've been using for years. I'm not sure what happens but usually, all I have to do is go into iTunes and edit my card info. Instead of changing anything, I just save the changes even though I didn't make any and then iTunes will then automatically resubmit the over due charges.
This same thing also happens with SiriusXM account and at least once ir twice a year, I get a past due notice in the mail. Frustrating even though there is nothing wrong with my card. -

If it's a debit card then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards.
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
Is the card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management.
Or do you have a credit card that you could use instead ? -
So when I go to update my apps and/or purchase them, a pop up comes up saying 'There is a billing problem with a previous purchase. Tap continue and sign in to view billing information.' So I press continue and sign in, then it goes to my 'Payment Method' page. In red writing below, it says 'There is a billing problem with a previous purchase. Please enter another payment method.' Because I used a MasterCard for my last purchase, it won't let me change it. I redeemed my account from an Itunes gift card to $20 but I cannot use it as it doesn't give me the option of using it. My only billing options are either a Visa Card, MasterCard or Amex Card. Please help me if possible!!!
same here. i was using a visa card ...now i can't because of this "error". my account is not empty, info is correct, don;t understand why this is happening. Two days ago it was working fine, then i wanted to update an app, and this stuff begins.

you must put a different credit/debit card on your account to take the balance off your account. then call apple about the accidental purchase . but you must change the card on the account if it was declined

Most intelligent people would simply do as the message states and select another payment method. Any reason why you have not done that?

Hello i have been downloading paid and free apps from the app store without any problems.Last week i updated my account info and as a result i have an outstanding balance of 99 cents.So i re-entered the correct mastercard no. but it still gives me the same message "your payment method was declined".Pls enter valid payment method information". I have no idea what to do.Pls advice!!
One other problem i noticed is that it keeps asking for different postcodes.Sometimes when you enter indian pincodes it declines (saying the postcodes must be valid such as Y5900)I now create a new Apple ID (not using the one I used to purchase iphone)

I'm trying to download a FREE app, and when I do, it:
1. Tells me to sign in (what it usually does)
2. Takes me to Account Settings [Payment Method], and in red letters it reads: There's a billing problem with a previous purchase. Please update your payment method.
So I type in everything correctly, and I make sure over and over again (and I've retried the whole process multiple times). Then it stays on the same page and in red letters read:
Your payment method was declined.
Please enter another payment method.
I check my debit card account and it is fine and it has money in it, and i've been using that same debit card for my apple account for a while now.Either add a payment method that iTunes accept or contact iTunes about using the method that you think is valid.

From few days apps store is declinig my VISA card. 'your payment method was declined' i tried many cards but still its not working,i ve searched on internet it seems that many people are facing this problem, i ve tried everything but still its not working. i dont know why apple dont solve this problem or tell people how to solve it on a big level.there are thousands of people asking for solution.(and you people tell only to change account info and it never works in many cases)

im trying to connect to apps store and to download apps but i cannt. the massege that say me is your payment method was declined. what can i do about this?
Try removing said card then re-enter all card details, if still no joy then try a different card to see if it is the card or a problem with your iTunes account, one other thing that you could try is changing your iTunes password as this sometimes cure thing as well.
Also have a look at your purchase history to see if you have any items that are still waiting for payment as this can sometimes screw up your payment method, if this is the case then I would defiantly try a different card.
If none of the above work then I would contact iTunes support. -
