Adding a 2nd Iphone to the same apple id? or new one?

We will be getting my husband a iphone in the next week (I already have one). Should we create a new apple id for him or add his phone to mine? I am wondering how that will work with imessage if we want to send imessages to each other? We also may want to use the same apps but not want to both pay for them. What is the best way to do this? Also should we have to game center accounts? Sorry I have so many questions. We both have ipads too I just wnat to get it all straightened out. One last thing I won't want my contacts to sync on to my husbands phone but I will want his to be backed up somewhere.....

You can share an Apple ID for purchases (in Settings>Store>Apple ID) but you should use separate IDs for other iCloud, iMessage, FaceTime, Game Center, etc. If you don't you will end up with a mess (e.g., your calendar and contacts will be merged on iCloud, your message identities will not be separated with iMessage, etc.). If you are using the same Apple ID on both devices, the Game Center profile should be the same.
Check out this information from the iPad User Guide. Try signing out of the Game Center on both devices and then sign back in with the correct Apple ID:

As long as you're logged into the same AppleID on both devices, this is not a problem. It's only a problem if you're logged into a different AppleID and then try to associate FaceTime with an email that tied to the other AppleID.

You don't have to do anything with the first iPod that you don't use anymore. If you are planning on keeping it, put in a drawer in your house and forget about it.
You don't need a second account to use with the new iPod. I use one Appl e ID and iTunes library for two iPods, and two iPad. I have different content on all four devices. You can select exactly what you want to sync to each device and it can be different content on all devices.
