Always have to update links on server?

Question

I posted this problem earlier, but am reposting in case someone else reads it at the top of the list, and may have a solution.
We are running CS4 on five workstations at the newspaper where I work. All computers running Leopard 10.5.
The indesign files are stored on a server running Panther 10.3.
If one of us saves an Indesign document to the Panther server, and then another person opens that file from another computer, they always have to update links.
This happens even if there were no changes made. I can open the file 3 times, and never have to update, and never have to resave, but when someone else opens it, they have to update and then save. Then if they open it again a few minutes later, they don't have to update again, but I (the original creator of the document) will have to update the links and save, if I open it after they have saved the file.
If I save an indesign file to my Leopard workstation and share the file from my workstation, and then when someone else opens the file across the local network, they don't have to update. (As long as they don't have an old copy of CS3 on their workstation). If they had both copies of CS3 and CS4 on their computer it seems to make them update the links.
Is this because of the Panther server or because the server no longer knows if the file is a CS3 file or CS4 file.
I selected an indesign file on the server and in the "GET INFO"  window selected " open with CS4" but that didn't seem to work.
Anybody have to always update the links from a Mac servers like I do?
If you don't have to update, can you tell me what version of Mac OS server you are running.

So you have different groups?  Ok, that's a decent possibility as a trigger here.
Use the Get Info item (control-click on the file in Finder and select Get Info) to check the protections and ownerships both before and after the changes to a problematic file are made, and check differences in ownership and access.  This information is listed as Sharing and Permissions in the Get Info display.
As for the file services protocol you're using, launch Server Admin > select the server > either or both AFP or SMB are probably active.  If you're accessing the share from Mac OS X boxes, either SMB or AFP could be in use.  With Microsoft Windows boxes, you'll likely be using SMB.  You can select the Share Points to see what's being offered by each.  To see what a client is using to access a particular share, launch Finder (on the client) and look in the left side display listing the file services available and control-click on the FIle Share you're looking at and see if it's listed as a Mac Server or a PC Server; as AFP or SMB.
Finding the log files?
Server Admin > select the server > AFP > Logs
Server Admin > select the server > SMB > Logs
Or launch Console.app from the Utilities sub-folder of the Applications folder, and you'll have access to all of the logs, and the ability to do some exploring.
The Mac OS X Server manuals will also be good fodder for downloading and reading, either on your Mac or via an iPad and iBook; there's a wealth of information there.  You're headed for the deep end of server management here.  (And once you do get a better understanding of the pieces and get up to speed, then Terminal.app and command-line access can be easier and faster for this stuff.)
I'll leave setting up access control lists (ACLs) until you can determine whether the file ownership or the access settings are changing.
