Application collection deployment, once a day

I am trying to install an application to a collection of roughly 230 servers. However due to licensing, I only want this on the production servers. Therefore I have created a separate collection for test servers and put this as an exclusion collection in
the rules.
The problem I now have is that, if someone creates a new test server, this server will go directly into All clients and the application will install automatically due to the boundaries.
I am looking for a way to set the deployment of the application to only deploy once a day at 1am to give people the chance to add the test server into the exclusion collection.
Any help would be greatly appreciated.

That's not very helpful.
The point is that I don't want to add all the servers individually. I want to have "all clients" assigned to the collection. As well as an exclusion group, where the test servers will go.
The problem is people need to put the server into the exclusion group or it will remain a member of all clients and the application will push to the test server. This is why I need the application to only deploy at 1am, so that whoever builds the server
has time to put the server into the exclusion group.
