Automated activation of the plug-in for IE

My client has a large number of PCs running Java 1.4.2_12 under Windows XP SP2. Unfortunately, the Java Plug-in is not activated for Internet Explorer and the users are not allowed to access the plug-in control panel. I have been given the task of writing a program that enables the plug-in in IE without requiring user intervention. This turns out to be less than obvious...
My questions:
What exactly does the control panel do when you check "Microsoft Internet Explorer" in the browser tab?
Is the source code for the control panel available? If so, where can I find it?
Has anyone done this before? If so, where can I get more information?
Some more info:
The client PCs download and run updates automatically at night (administrator privileges). We normally use NSIS for those.
I have played around with ProcessMonitor and found that the control panel sets the registry key
HKLM\SOFTWARE\JavaSoft\Java Plug-in\1.4.2_12\UseJava2IExplorer
and a bunch of keys under
HKLM\SOFTWARE\Microsoft\Internet Explorer\AdvancedOptions\JAVA_SUN
but just setting those keys was not enough. I'm probably missing some other important stuff (ProcessMonitor recorded about 11000 events in ten seconds, and I'm going scroll blind looking through the logs).
I'd really appreciate some pointers on how to go forward from here!

Yes, running the JRE installer again would probably solve the problem. However, the installer is not on the clients' disks. At 15 Mb it is a fairly big download and some of the clients in remote locations still have only 56K modems (and less than perfect phone lines at that). We will do that if we must, but it feels like overkill when we have everything installed already...
Is there any way to run the control panel "silently" from the command line, for example?

    In 10.7 there is not a twain that works with Photoshop for importing with all the options needed to scan transparencies. I noticed that when I was scanning in October 2012 I was still using CS6 so somehow I was managing to be able to use all the scan features.
    They sell 2nd party software (VieScan and Silverscript)which I found to be just mimially OK and very hard to use.
    I just want to scan like I used to.
    Can I use time machine to go back to an earlier operating sysytem LEOPARD,  and then do my scans and then save the photos and them go back to the LION system?
    I spent 7 hours trying crazy solutions - downloading Windows CS2 Photoshop and then using a program so I could run it on the apple. Then I couldn't figure out how to put a plug in for the scanner in the stupid windows Photoshop program. Googgling the computer like a mad woman trying to ask questions. I am not giving up...

    When I want to build an application there is a "!" mark before the application and for  the Installer,  in the Project Explorer under Build Specification.
    When I ask for "explain warning" I got the message "The plug-in for the selected item is not installed on your system"
    Previously it worked well, whats happend?? (during my holyday's )

    Well, something obviously changed. Install any software and/or hardware recently? Using any hardware in your LabVIEW project? Could be the drivers for that hardware got corrupted. Try identifying what you're using and reinstall the drivers.

    After a great deal of searching I ran across the suggestion to disable all plug-ins and then, one by one, enable them until finally the problem was solved. I am not sure which plug-in was causing the problem, as I am satisfied to have the problem solved. I am going to leave the rest of the plug-in disabled.

    I am installing Oracle Migration workbench (10.1.0.4.0), want to migration data from SQL Server 2000 to Oracle. I downloaded omwb.zip file and sqlserver2k.zip plug-in. I put the plug-in in “plugins” folder during the installation, renamed it as SQLSERVER2K.JAR, and unzip it there, the unzip process generated two folders: META-INF and Oracle. There is a MANIFEST.MF file in META-INF folder, and in oracle folder, several small folders folder with a lot of .class files. I started the OMWB.BAT file in bin folder, I still get the error information: “No okugubs are installed. Please install…. “.
    I tried many times, including rebooted the machine and restarted the OMWB.bat ifle, but still got the same error message. It should be a simple problem, but I just can't install OMWB becasue of the plug-ins problem.
    Could anyone who installed the OMWB before and know how to solved the plug-in problems help me?
    I am thinking: do I need to put all of the .class files in the folders into the “plugins” folder directly?

    1- Download Omwb.zip & MySQL4.zip from Migration WorkBench WebSite
    2- Unzip Omwb.zip (suppose it is unziped in C:\omwb)
    3- Copy MySQL4.zip to C:\omwb\plugins and rename to MySQL4.jar
    4- Execute C:\omwb\omwb.bat for WorkBench

    Plug-In. In the Netscape's "Preferences | Advanced" menu there is a checkbox "Enable Java Plugin" right

    One problem was that the plug-in could not find the
    java_vm program; I took care of that somehow. Then,
    java_vm could not find libjvm.so, then libjava.so.
    I fixed that by setting
    LD_LIBRARY_PATH=$JAVA_HOME/jre/lib/i386:$JAVA_HOME/jre/lib/i386/client

    After that, java_vm started complaining about something
    yet different; now it "Could not find Java VM symbols".
    I gave up, and called that a day.

    After countless hours trying to get on line pdfs to open in IE8 on XP SP3 uninstalling, installing lastest versions of reader, IE8, and changing settings ad nausium, I am still only able to get them to open in Fire Fox. Looking through all the program files and contents I am only able to find a plug in for Fire Fox, which may answer the problem, as I can't find any for IE. Where would it be hidden and what would the file name be

    AFter clicking the web link, the window goes blank (black) and a message appears something to the affect " Adobe not installed if it is running exit and retry (1014:1014) with an OK button.
    Retrying of course results in the same thing. DId it with version 9, 10, and 11, now all uninstalled with only 11 installed now. Haven't navigated to the correct path as shown in your post will try that later.

    Is it looking for the Windows Media Player? The default installation of WMP does not include the Firefox plugin. There is a WMP plugin created by Microsoft for Firefox, but the standard WMP plugin installer from Microsoft is for Windows XP and Vista, though you can run the installer on Windows 7 it installs the plugin in a location that Firefox 4 will not find.
    One way to get around this is to install the HTML5 Extension for Windows Media Player Firefox Plug-in available from http://www.interoperabilitybridges.com/html5-extension-for-wmp-plugin
    That add-on will do 2 things, it will install the WMP plugin in a location that Firefox 4 on Windows 7 can find, it will also add an extension to add extra features for use by the Windows Media Player. This extension has been reported as causing memory leaks so I recommend that once you install the HTML5 Extension for Windows Media Player Firefox Plug-in you should restart Firefox then uninstall the extension. Uninstalling the extension will not remove the plugin, so Firefox 4 will still be able to use it.

    Have you been using the Tamper Data extension in an earlier version of Firefox?
    Is the problem that there is no visible way to call up or configure Tamper Data? I don't use this extension myself, but generally speaking, you could check the following locations:
    (1) Tools menu
    To display the classic menu bar temporarily, tap the Alt key. To make it persistent, after tapping Alt, use View > Toolbars > Menu Bar
    (2) Developer Tools menu - in case it now integrates here
    * "3-bar" menu button > Developer
    * menu bar: Tools > Web Developer
    (3) Unused buttons - in case it has a button that just isn't on any toolbar
    Use the Customize feature to check the available buttons and drag to the desired location. See: [[Customize Firefox controls, buttons and toolbars]].
    Can you find a way to run it?

    To recharge my IPAD do I need a voltage converter or just an outlet plug adapter?  The print on the plug that came with the IPAD is so small I can't read it!

    Just the plug adapter, as the power brick itself can go from 100-240 VAC, 50-60Hz. I'd take a spare charger and cable, just in case.
