BAPI_GOODSMVT_CREATE return with M7 300 Error?

Question

I try to create goods movement with function 'BAPI_GOODSMVT_CREATE'
as following:
  CALL FUNCTION 'BAPI_GOODSMVT_CREATE'
    EXPORTING
      goodsmvt_header = wa_gmvtheader
      goodsmvt_code   = gmcode
    TABLES
      goodsmvt_item   = gmvtitem
      return          = wa_re.
But I get return error message always with M7 300 "No items were transferred"
If I in SE37 test it with same data, it will generate correct material document. Which part wrong?
