Can't create a pl/sql-report

Question

Hi,
after upgrading from Apex 2.0 to 3.0.1 I 'm not able to
create even a simple dynamic report.
I created a static select list P1_X: STATIC2:1;1,2;2
in a report-region.
Region-Type:PL/SQL function body returning a query
here's the query:
declare
x varchar2(1000);
begin
if nv('P1_X') = 1 then
x := 'select 1 from dual';
else
x := 'select 2 from dual';
end if;
return x;
end;
when I select 1 then I get an error: ORA-01403: no data found
when I select 2 the report shows 2 like expected.
the TRUE-part of the if-clause will not be processed,
when I change the if condition to 1 = 1 then the TRUE-part works.
imported applications, created with Apex 2.0 and with very complex
dynamic reports run without any errors.
Even in the Apex-Account I get the same error.
What's wrong?

Lothar,
I like the fact that you set up a simple test query to figure out what your problem is. Read this article here...

and you may want to stop using the V and NV functions by switching to bind variables. Your query would then look like this...
declare
x varchar2(1000);
begin
if :P1_X = 1 then
x := 'select 1 from dual';
else
x := 'select 2 from dual';
end if;
return x;
end;Give that a try and tell me what you get. If nothing else it takes another part (function) out of the equation to isolate the issue.
