Can't upgrade iCloud on my PC (HP)

I have been trying for weeks to get iCloud to update but it always get to the final stage and then gives me a message and then rolls back.  I have talked to Apple, but they are now telling me to contact my Windows vendor.  That is not helpful. Has anyone else had this problem.  There is no point in me paying monthly for iCloud if I can't use it correctly.  There  needs to be an answer that I can handle here on my own.  Here is the message I am getting:

I don't understand why Apple will not help with this problem.  They put it off to the Windows vendor, which makes no sense.  They are more than willing to take my monthly money, but not willing to help.  Very frustrating!

    Use a different provider for online storage, you can have as much as 500GB, just not from iCloud.

    I have chosen not to use my credit card in conjunction with my AppleID, so I purchase all of my apps and media using iTunes cards.  Can I pay for upgraded iCloud storage using iTunes credits?  I would prefer to pay one year at a time using those credits, but if it needs to be monthly, that would be fine as well.  I just want to use the iTunes cards instead of a credit card for the payment.

    Thank you.  So to clarify, if I put a credit card on file for this AppleID, but I have plenty of iTunes credit to cover the monthly cost, then the monthly fee will be pulled from iTunes credits instead of my credit card.  Is that correct? 
    It sounds like the credit card is required in order to provide a backup payment option if the iTunes credits are all used up.  Is that also correct?

    My secondary account is used mostly for email.  I deleted a ton of them but somehow am still voer the 5GB limit.

    You would probably have to temporarily make the secondary account the primary account to upgrade it.  To do this, go to System Preferences>Mail,Contacts,Calendars...delete the secondary account, then go to System Preferences>iCloud, sign out of your primary account and choose Delete at all of the prompts (your data will still be in iCloud), then sign back in with your secondary account ID and upgrade the storage.
    After upgrading the secondary account storage, reverse the procedure to assign the primary and secondary accounts back the way they were.

    Is there any way TODAY to download an iCloud Number document to use on my MacBook Pro's Numbers app?
    Yesterday (Wednesday, Sept. 17, 2014)  I made some updates on an iCloud Numbers document that I use to share data between my Mac at work and my Mac at home.
    This morning (Thursday, September 18, 2014), I can't access iCloud Numbers AT ALL.
    There was no warning yesterday that I wouldn't be able to access iCloud Numbers.
    When I click on Numbers iCloud a popup that tells me to upgrade to iCloud Drive to use it, but warns that I won't be able to use it on any of my devices that aren't upgraded to iOS 8 or Yosemite Beta. My only choices are "Learn more," "Not Now," or "Upgrade now." "Not now" simply puts me back into iCloud.
    I'm not in the position TODAY to upgrade all my Macs all at once, especially to a beta operating system (Yosemite).
    With no access to iCloud Numbers on either of my Macs, how do I download the latest version of the numbers document to save it?

    I was able to send (email) myself a copy of my iCloud Numbers documents through my iPad Numbers app . Thankfully, they were synced, so I didn't lose anything.
    This forced beta OS update has got to be a mistake.

    According to Apple you can get an iCloud account from a PC, but not from a Mac Snow Leopard. Is this right? It sounds loopy!
    I read so many users saying everything went wrong when they 'upgraded' to Lion that I am reluctant to go down that path.
    However I have an iPhone 3GS and wish to use iCloud on it. How can I do this? When I try to sign in to iCloud from my iPhone I just get a message to 'Go to me.com on your computer to move your information to iCloud.'
    This cannot be done without upgrading to Lion.
    Is there a solution?

    Step by step, this is what happens:
    On my iPhone 3GS I go to Settings > iCloud >
    insert Apple ID and Password
    Click Sign In
    after a few seconds, I get the message: 'Go to me.com on your computer to move your information to iCloud.'
    ... which of course I can't do because it tells me to upgrade to Lion, which I do not wish to do for the reasons already given.
    Gaaah!

    You should update to the latest version of Snow Leopard, 10.6.8 - you can download it here; however it's still not compatible with iCloud and though you can connect to access your email you cannot access any other of iCloud's facilities.
    However some people have been able to set up calendar syncing by using the method detailed here - this is an unsupported hack and may not be reliable, and may stop working at some future point. I've not tried it: use at your own discretion.

    Are you sure you can't upgrade to Lion? It requires an Intel Core 2 Duo processor, which you may well have, though it also needs 2GB RAM so you might need to add additional RAM (might not be worth it for what you want). The published specs don't mention 32 or 64 bit. You can buy Lion by ringing the Apple Store at the number at bottom left of this page.

    You can purchase and download Mountain Lion in the App Store (in your 'Applications' folder), then just run the installer: however you should first check that Mountain Lion can indeed run on your Mac. Please see this page:

    Choose About this Mac from the Apple menu, check if the computer has at least 2GB of RAM, and if it does, click here and order a download code for Lion 10.7.
    Back up your data and check your applications for compatibility before upgrading. In particular, Mac OS X 10.7 and newer don't support PowerPC programs such as versions of Microsoft Office prior to 2008.

    If you don't have at least a Core2Duo MacBook, you won't be able to use iCloud in Mac OS X. A CoreDuo or CoreSolo MacBook is not compatible with 10.7.  It is compatible though with Windows 7, which is compatible with iCloud.  Some iCloud services work with pre-10.7.2 systems, but not all.
    Rosetta is not compatible with 10.7.  So you won't be able to run applications made for pre-2006 Macs.
