Explict cursor state in a serially_reusable package

below there's a modified example taken from the Oracle documentation:

the difference lies in the package that is not declared as serially_reusable
and in the table containing one more row
as it was expected the first run of the anonymous block showed the first four rows fetched
leaving the cursor state open but runnning for the second time I found the output kinda curious:

In the second anonymous block run the first call to the procedure fetches from the packaged cursor the same row,
the fetch statement seems like not to move forward, even if in the procedure it's called twice.
I would have expected this output:
anonymous block completed
Cursor is open.
Fetched: Brian Moore -- first procedure call
Fetched: -- first procedure call
Cursor is open.
Fetched: -- second procedure call
Fetched: -- second procedure call
any explanation will be appriciated
