Failure in creating ASInstance during OBIEE11.1.1.6 install on Win7

Question

Trying to install 32 bit OBIEE11.1.1.6 on Win7 (64bit).
Got through DB, RCU and on step 13 of 14 of OBIEE install when the process threw an error and stopped.
Any help understanding this error stack would be appreciated.

This note says to edit the oraparam.ini file increasing the JRE_MEMORY_OPTIONS
I tried to edit the oui\oraparam.ini file while a simple install was in flight on step 12 of 14 but the same error was raised at the same place in the next step 13 of 14 - Create ASInstance.
Deleting the OBI Home directory and dropping / recreating the Repository (RCU) takes a lot of time and requires a reboot between each iteration.
I came up with this script to drop the repository and prep the database for reinstall via RCU:
drop user DEV_BIPLATFORM cascade;
drop user DEV_MDS cascade;
drop tablespace DEV_BIPLATFORM including contents and datafiles;
drop tablespace DEV_IAS_TEMP including contents and datafiles;
drop tablespace DEV_MDS including contents and datafiles;
truncate table system.schema_version_registryThe note also suggests doing a software only install followed by a configuration.
The install guide says a "software only" option installs software binary files in an existing Middleware home for later configuration and is for when you have a Middleware Home already (for example from a SOA install) I don't have an existing Middleware install and am not sure what I would need to install first. The installer explains "An Application Server must already be installed"
What would I need to install before running the OBIEE installer?
Can you point me to the download?
