FileInputStream Error - Tomcat 5

Question

I'm trying to read in a properties file and then use this properties file to do various things on my website.
(I'm using jsp)
When I run the code locallly it works perfectly, but when I deploy it on my server (tomcat 5)
I get the following error:
Error while loading properties file
java.io.FileNotFoundException: ..\config\AB.properties (The system cannot find the path specified)
at java.io.FileInputStream.open(Native Method)
at java.io.FileInputStream.<init>(FileInputStream.java:106)
at java.io.FileInputStream.<init>(FileInputStream.java:66)
at properties.ABProperties.initialize(ABProperties.java:27)

Is there some default folder setting that I might be missing that is making it look elswhere?
I've only been using jsp's and tomcat for about a week so I'm no expert.
Here's the code that's causing the problem.
    private static final String propHome = "../config";
    private static final String propFile = "/AB.properties";
    private static Properties p;
    private static  void initialize()
        FileInputStream fis;
        p = new Properties();
        try
            fis = new FileInputStream(propHome + propFile); <---FAILS HERE!!    
            if (fis != null)
                p.load(fis);
                fis.close();
        catch (Exception e)
            System.out.println("Error while loading properties file");
            e.printStackTrace();

Can you use FileInputStream also for a file that you get from a jsp with the multiaprt/form-data type?
I only see examples of static files. Is this right or not?
