"Gallery style" reports impossible to reproduce in 3.1.x

Hi,
I've been using Apex for a while and a developped few applications that use the report region mecanisms to display galeries of items (molecule images in my case). The "trick" was basically to display a single column of a report and use report template conditions to put </tr><tr> tags when desired. In my case, the condition are always something like:
MOD(#ROWNUM#,4) != 0 for column template 1
and
MOD(#ROWNUM#,4) = 0 for column template 2
The result was something like this in apex 2.x et 3.x :
1-2-3-4
5-6-7-8
9-10-11-12
etc...
On a new development environment, I installed Apex 3.1. The same report template produces this:

etc...
because some unexpected <tr></tr> tags are inserted after each rows. I really dont know where to look at to remove these unwanted tags. Any idea?
Below, the content of the report template i'm using. All other fields are empty:

Note that I'm not looking for a workaround that will not use the Apex reporting engine - I know I could use PL/SQL custom regions and reinvent the wheel.

I created the template in 3.1.2 as you described and I have no problems with it.

Oh, not exactly, when you leave the "before row" and "after row" fields empty, they seem to be filled with the default <tr> and </tr>.
If you put <!-- --> in them then THAT is used and the template works as planned.
