You can't, well not easily anyway. The iPad is not meant as a multi account device.
You can Sign Out of your iTunes account in Settings->iTunes and App Stores->Apple ID->Sign Out
However if you sign in with another ID and then download past purchases with it you will lock out the previous ID for 90 days. Which means it will not be able to be used on the iPad for 90 days.

I live in Germany and in the USA. How can I use an itunes account for both shops ?

I live half a year in Germany and half a year in California. How can I use my different Apple ID's to buy in Germany from the US-iTunes shop and in the U.S. from the German shop. Reason: the shops have different offers. Some booksare not available in the German shop and some are not available in the U.S. shop.
For a person, who lives in both countries the restrictions makes absolutely no sense.

For starters, there's probably not many people who have dual national residencies so I'm guessing it's not a priority with Apple. The solution according to the store terms of use regarding your physical location, credit card billing address, nation of store, is when you are physically present in Germany you should be making purchases from the German store with a credit card billed to an address in Germany. When in the USA you buy from the US store with a credit card billed to a USA address. You're not supposed to use a store in another country when not actually present in that country even if you have a valid account there.

I agree with Chris CA that this is the way I would *expect* iTunes to behave.
When I look at iTunes from my account (my music is in ~/Music/iTunes/ and not available to my spouse's account), I can see in my music library all my rips and my purchases, just as I would expect. I can use Store>View My Account (<myAppleID>) and all is as expected. Home sharing is NOT on.
Doing the same from the other account is not much different, actually. Nothing in the library yet, of course. Store>View My Account (<herAppleID>) also works. I CAN authorize my computer to play her music. I CAN view her iTunes purchases. When I attempt to download the purchases to HER library, though, I get the following dialog box:

I want to access my old account I set up originally with my PC on my ipad but am not sure how to do it? I can not use the PC to "turn on" the ipad with this account. You should be able to log into the account via Settings > Store (if an account is currently logged in then you can tap on it to log out of it), and the content that you bought/downloaded with it which is still in the store, and which is possible to re-download (music, films and tv shows can't be re-downloaded in all countries) should show in the Purchased tabs in the App Store and iTunes store apps. Re-downloading an account's past purchases may tie the iPad to that account for 90 days : http://support.apple.com/kb/HT4627
All content from iTunes is tied to the account that originally downloaded it, so creating a new account won't allow you to access a previous account's downloads.

You can set up a secondary iCloud account in system preferences > mail, contacts and calendars, click to add a new account, choose iCloud, click the 'create ID' button.

Quick answer if you use iTunes' default preferences settings: Copy the entire iTunes folder (and in doing so all its subfolders and files) intact to the other drive. Open iTunes and immediately hold down the Option (alt) key (shift on Windows), then guide it to the new location of the library.
