How to display carater "€" with a query?

Hi,
I need to display the symbol € when I made a select from my table:
SQL> SELECT USERENV ('language') FROM DUAL;
USERENV('LANGUAGE')
FRENCH_GERMANY.WE8ISO8859P1
SQL> create table my_table (devise varchar2(2));
Table créée.
SQL> insert into my_table values ('€');
1 ligne créée.
SQL> insert into my_table values ('£');
1 ligne créée.
SQL> commit;
Validation effectuée.
SQL> select * from my_table;
DE
£

I can not set the nls_lang to french_france.WE8ISO8859p15!!!!

very starnge ... I change it also in my regedit with any result!!
