How to enable Gesture Detection & Mainitain Default Behavious

Question

When using Windows.Ui.input.gestureRecognizer api for gesture detection, for windows touch devices we need to set ms-touch-action:none to disable default behaviours like panning and zooming content and feed it to the code. How do we enable both behaviours.
Like i want to pan over a page and detect though the api that i am panning.

A manipulation-blocking element is defined as an element that explicitly blocks direct manipulation via declarative markup, and instead fires gesture events such as MSGestureStart, MSGestureChange, and MSGestureEnd, see:

Then we can set up a GestureRecognizer object with a collection of input event handlers for processing various pointer and gestures.
