Go out and look for it.  Any form of remote tracking, including find my iPhone, requires that the device be powered on, and that it be connected to the internet (wifi or cellular doesn't matter - but it must have an active internet data connection).
If powered off, it is as inert as a brick - no way to do anything via remote commands to it at all.

    If you set up the Find My iPhone service prior to your iPhone going missing, then there is a chance that can be tracked, though it depends on a number of factors (the iPhone is turned on, connected to either the 3G or a WiFi network, or has not had the Find My iPhone service disabled or the iPhone been completely restored).     The only way to locate/disable/erase any lost/stolen iPhone is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords.
    If your carrier offers Blacklisting & they Blacklist the phone, it will be unusable as a phone.
    If locked with a passcode, all a thief or whoever finds it has to do is force the phone into recovery mode & restore it. While this deletes all data on the phone, it also removes the passcode so the phone can then be used as a phone or touch.

    If you didn't setup the "Find my iPhone" service on your phone before it was stolen, then you have no chance of finding it. Even if you had, a savvy thief would know how to turn it off or wipe the device to prevent it being found.

    If you had enabled find-my-iPhone before it was lost, you could track it as long as it had a data connection - either 3G or wifi, doesn't matter which just so long as the iPhone and the iCloud servers can talk to each other.  But, in order to track it at all, you need to enable the find setting under your iCloud account's settings on the iPhone before it goes missing.
    After it has been lost (and without the tracking setting enabled), with or without a data connection, there is nothing you can do to track it remotely.

    If she did not set up Find My iPhone prior to losing the phone, then unless her cell carrier offers a tracking service, something you also usually have to set up on the phone and which often costs extra, there is not way to track it. All she can do is notify the police in case someone finds and turns it in. She should change passwords for her Apple ID and any other web-based service she was using from the iPhone.

    If the thief was able to turn off Find My iPhone, then your password must have been easily guessable (or the thief knows you) and you will not be able to find your iPhone.  Otherwise, click the "Find My iPhone Overview" from the above article for more information.

    phone needs to be connected to wifi or cellular data in order to use find my phone.

    These are user to user forums. You are not addressing Apple by posting here therfore nobody can help you find it. Unless you enabled find my iPhone on the device prior to losing it, you have no chance finding it.
    Also, not smart to post your personal phone number on a public Internet forum.

    If you don't have the phones, the boxes they came in, or the computer they synced to, then unless you've made a record of the IMEI somewhere yourself, you can't get the IMEI's.
