How to get customized text when ALL as parameter

Hi all,
I am having OEM as parameter in my bipublisher report.when I am selecting ALL as parameter i want to display customized text.If particular oem is selected it should display that OEM.
I tried like
select decode(:OEM,'*','XYZ',:OEM) from table-name where oem in (:OEM)but no luck!!can any one helps me in this.

Please place this in the datamodel
{$ if ${pdept}='*' $}
select 'Sample Text' from dual
{$else $}
SELECT * FROM SCOTT.EMP
WHERE 1=1
and deptno =:pdept
{$endif$}
In this 'pdept' is the parameter. When you select All, it will execute the below query.
select 'Sample Text' from dual
and you will get below xml.
<ROWSET>
<ROW>
<SAMPLETEXT>Sample Text</SAMPLETEXT>
</ROW>
</ROWSET>
When you select deptno=30, it will execute the below query.
SELECT * FROM SCOTT.EMP
WHERE 1=1
and deptno =30
and you will get below xml.
<ROW>
<EMPNO>7499</EMPNO>
<ENAME>ALLEN</ENAME>
<JOB>SALESMAN</JOB>
<MGR>7698</MGR>
<HIREDATE>1981-02-20T00:00:00.000-06:00</HIREDATE>
<SAL>1600</SAL>
<COMM>300</COMM>
<DEPTNO>30</DEPTNO>
</ROW>
So in the RTF template you can place some thing like
<?if:SAMPLETEXT?>
Sample Text
<?end if?>
<?if:EMPNO?>
<?EMPNO?> <?DEPTNO?>
<?end if?>
