I've used my limit for making a "free account" for iCloud ' it won't let me make an iCloud now. What do I do? How do I fix it so I can make an iCloud Account?

You can't.  You'll have to either re-use one of the accounts already created on your phone, or create another one on another iOS device, if you have one.

    Since you posted in the iPhone forums, I assume you are trying to create the account from your iPhone running iOS 6.1.3, yes?
    Any given device can only create up to 3 iCloud accounts in its lifetime.  If your iPhone has already been used to create 3, then it will never be able to create another one.  The limitation is tied to the hardware address/ID of the device, not the user(s) of the device.
    You would have to find another Apple device to create the iCloud account with.  Once created, you will be able to log in and use that account on your current iPhone.

    I want to take full advantage of all the functions in my iPod touch. But when I try to start up iCloud I keep getting the error message that 'due to server problems' I cannot do it.     The 'sign in with your Apple id' thing drives me up the wall. I CAN NOT SIGN IN. I keep getting 'wrong user or password'. So I JUST SUCCESSFULLY changed my password. Tried to log in on my iPod but NO, STILL "WRONG USER OR PASSWORD'.
    I am ready to throw this ipod through the window, NOW!! Sorry for this. It is just so terribly FRUSTRATING!!!!!

    Yes.  On the other iPhone go to Settings>iCloud, scroll to the bottom and tap Delete Account.  This will delete the account from the phone but not from iCloud.  Any data being synced with iCloud on this phone will be deleted from it when you delete the account, but will sync back with you sign back in later.
    After deleting the account, set up a new one with a different Apple ID.  Then delete this account from the phone and sign back into the original account to sync the iCloud data back to this phone.  You can then go to the other phone (the one that doesn't have any remaining accounts on it) and sign into the new account you just created on your other phone using the ID you used to create it.

    I already quoted the minimum requirements, look in the post before yours.
    You will have to upgrade your Mac to at least 10.7.5, upgrades are not free, you buy them from the App Store. Mountain Lion is the best but your Mac must be compatible.
    Here is a list of compatible machines.
    Also note that some older apps (Office 2004, Appleworks) will not run on Mountain Lion.

I have a stable wifi connection at home and all I see for hours and hours is "Backing Up .. Estimating time remaining"!!!!! Plz help I'm unable to make the backup as I need to transfer all my data on my new iPhone 5S

    This may be caused by a corrupt existing backup that needs to be deleted, or by data on your device that is causing the backup to fail.  To troubleshoot these, try deleting your last iCloud backup (if you have one) by turning off iCloud Backup in Settings>iCloud>Storage & Backup, then tap Manage Storage, tap your device under Backups, then tap Delete Backup.  Then go back and turn iCloud Backup back on and try backing up again.
    If it still won't back up, you may have an app or something in your camera roll that is causing the backup to fail.  To locate which one, go to Settings>iCloud>Storage & Backup>Manage Storage, tap the name of your device under Backups, under Backup Options tap Show All Apps, then turn them all to Off (including camera roll) and try backing up again.  If the backup is successful, then the camera roll and/or one of your apps is causing the backup to fail and you'll have to located by process of elimination. Turn the camera roll On and try backing up again.  If it succeeds, turn some of your apps to On and try backing up again.  If it succeeds again, turn some more apps to On then try again; repeat this process until it fails.  Eventually you'll be able to locate the problem app and exclude it from your backup.
    In the meantime you can back up your phone to your computer by connect it, opening iTunes and going to File>Devices>Back Up.  Also be sure to transfer your purchases (File>Devices>Transfer Purchases).  Then set up your new phone and when given the option, choose Restore from iTunes Backup and follow the prompts to restore this backup to your new phone.  This will be much faster than using iCloud anyway.

    Guess we're stucked and live with it. I hate this policy of limiting accounts to use on a device but the good thing is I just logged in using my account and asked my daughter what are the apps and music she wanted to download on the device. After we load everything she needs, I just deleted my account in the device and disassociated it from my iCloud account. It's still works as intended but the only caveat is she cannot use the find my ipad application.

    iCloud accounts don't access an iTunes account.
    iTunes account is used to make purchases.

    There is nothing stopping you doing so, but you won't be able to sync anything between them.

    Thanks...  I appreciate the reply.  Since I wrote the previous email, I actually went and changed my apple id (the main id) and the documentation I looked at said iCloud will set mail up automatically(?)...  I had it working before. 
    Also, I tried to manually set up the ID via the Mail Accounts screen(s) and I can't figure out what my server information is...  Pop or Imap?  What's the outgoing server and the incoming server?
    I typically have never had problems setting up mail accounts (in apple mail) with no problem.
    Can anyone point me in the right direction?

    Content and Apple IDs -
    Content is forever tied to the Apple ID that bought it. Apple does not transfer content from one Apple ID to another. Apple does not merge Apple IDs. You will never be able to access your content bought with one Apple ID with a new Apple ID.

    Of course.
    To create the first iCloud account, open Settings > iCloud, type your Apple ID and follow the steps to set up iCloud.
    Then, to add a second iCloud account, open Settings > Mail, Contacts & Calendars > Add Account > iCloud, type the second Apple ID and set up iCloud for this Apple ID.
    Note that one iCloud account will work as the primary account and the other one as the secondary account. See > http://support.apple.com/kb/TS4020

    Skip the iCloud sign in for now.
    Once you reach the home page, go to settings and sign out of FaceTime and Messages.  This should also sign you out of iCloud.
    Go to iCloud in settings and sign in with the correct Apple ID.
    If that does not work
    Skip the iCloud sign in
    Go to Apple ID.apple.com and sign in
    Change your Apple ID to the old one
    Delete iCloud account on your device with the old Apple ID and the same password.
    Go back to the website, change your Apple ID back to the current one. You will receive an email to verify the account. Verify first.
    Sign into iCloud on your device with the correct Apple ID and password
