I found an Iphone 4s and it says this iphone has been lost and erased, log in as previous owner. I don't know who the previous owner is.

I found an Iphone 4 and i attempted to give it to the person who worked at the gas station but he said I dont care, just keep it. I brought it home and it suddenly returned to the setup screen. I tried setting it up to try and find the owner but it says "This IPhone was lost and erased. Sign in with the Apple ID that was used to erae this IPhone." The problem is i have no idea who this phone belongs to or how to find that person. What should i do?

Turn it over to the police, or if you can identify the carrier, to the carrier it was being used on.
