Your iCloud and @icloud.com login ID is an Apple ID. Go to http://appleid.apple.com and sign in with the ID you use to sign into iCloud (you can check this by going to http://www.icloud.com and signing in there).
Click 'Password & Security' in the sidebar and you will be able to change the password.
HOWEVER
Before you do this you must turn off 'Find My iPhone/iPad/iMac' if you have it enabled on any of your devices, otherwise you will land yourself in difficulties.

You need to either reset the rescue email address's password(check the site's help for instructions) or ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.

Good to know that, but what can I do to get the mail and contacts downloaded from Icloud onto my Iphone? I am told that the password needs to be reset and I have erased and reset it 3x's already? Should I Restore All Settings or Restore Network Settings or will that result in a situation where I have to have it re-unlocked again? GRACIAS!

If the setting is greyed out perhaps you have restrictions enabled that would prevent someone from changing accounts. Settings>General>Restrictions>Allow Changes>Accounts.

If you haven't already done so then you can reset the password for your iTunes account via http://iforgot.apple.com, and after doing that log out of the account on your iPad by tapping on the id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it. If you change the password for your iCloud ID, you have to change it on any services you use the ID for on your device. If you use the same ID for purchasing, go to Settings>iTunes & App Stores, tap the ID, sign out, then sign back in using your new password. If you use it for iMessage, do the same thing in Settings>Messages>Send & Receive. If you use it for FaceTime, do the same thing in Settings>FaceTime.
To change it for iCloud, you have to go to Settings>iCloud, tap Delete Account, then sign back in using your new password. When you delete the account it only deletes the account and your synced data from yor iPad, not from iCloud. Provided you are signing back into the same account and not changing accounts, your data will be synced back to your iPad when you sign back in.

If you have lost your "admin" account password, it can be recovered using the "pwadmin" account as documented at the following link:

If you have lost your "pwadmin" password as well, you'll need to open a TAC case and get a "DMS 5.1 pwadmin reset" ISO image via TAC. You can then boot the appliance with the provided CD to reset the "pwadmin" password, then login as "pwadmin" and reset the "admin" password from there.
