if you didn't install find my phone you cant locate or whipe or otherwise manipulate your phone
if you didn't backup for data to itunes or icloud you cant get your data
depending on where you live you can repport the IMEI to the police and they will have every phone company block the phone from ever being used as a phone again

<Personal Information Edited by Host>The only way to locate/disable/erase any lost/stolen iPhone/iPod Touch is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords, especially your Apple ID/iCloud password NOW!
If your carrier offers Blacklisting & they Blacklist the phone, it will be unusable as a phone.
If locked with a passcode, and running iOS 7.0, & Find My Phone turned on/activated, then phone cannot be re-activated or the passcode removed without knowing your Apple iD/Password. It will be nothing but a useless paperweight.
If not running iOS 7.0, the phone can be forced into recovery mode & restored. -

I have updated my iPhone 3Gs to the latest software in an attempt to iron out a problem with a new telephone network provider (Tmobile). I had backed up my phone before I did this. Now I have lost my music and apps. I can't sync the phone with my Mac, I can't re-download from iTunes as the phone says I don't have any music or apps available to re-download although it all shows up on my Mac. The music and app content cannot be restored when I try to restore the phone from the back up I madeon my Mac. Help!
Working on that now. I'm just getting frustrated that everytime I run updates for the phone I end up with tech problems that I have to spend time solving as opposed to updates that actually improve my usage. Now I will once again get to spend hours reloading my phone all for updates that didn't affect my usage in the first place.

I don't want iCloud, never did. Yet it is aggressively asking for me to sign in. Sometimes I cannot cancel and held hostage. I have lost ALL my phone numbers by fooling with this unnecessary Apple push. I wanted to see if I had anything I. Cloud and could see a thing. Can I get the numbers back? I have 4s with 7.0. update. I blame Apple for pushing the icloud.
iTunes backs up your phone everytime you sync, if you have set it up to do so.

But the app has nothing to do with enabling tracking on the lost device. To enable tracking of a device you do need a mobileme account in order to turn on the tracking feature so you can then find the lost device with either a computer and web browser or the app (running on another device).

i have reset my password and i dont have wifi to connect to my ipod and activate the steps in the i cloud process, now i want to know that will all my videos , photos and music will lost if i connect to my computer if storage and backup is in off mode
If iCloud Backup is set to Off in Settings>iCloud>Storage & Backup, it means that your iPod will not automatically back up to iCloud, but will automatically back up to your computer when you sync. The only way you would risk losing data is if you have never synced with iTunes before. Frankly in the case of a stolen phone this almost never works. Report it to the police. Change passwords on accounts. Tell your carrier to stop service. Go shopping for a new phone.
