OPen your Users folder, Highlight the Desktop Folder, do a Get Info or CMD+i on it, see if it's locked or if you have Rights & Privileges at the bottom.

Attempting to rename, for example, Image-57E66CC6A02011D9.jpg at the root of my home folder produces the error message "You do not have sufficient access privileges".
I tried repairing permissions with Disk Utility -- it completed successfully, but the problem remains.
I tried restarting with the Leopard Install DVD and doing the Reset Password > reset ACLs thing for all user accounts on the computer but the problem remains.
When I execute
sudo chmod -R +a "everyone deny delete" ~/
chmod responds with "Operation not permitted" on hundreds of files. For example:
chmod: Failed to set ACL on file 'Application Data': Operation not permitted
When I next execute
sudo chmod -R -a "everyone deny delete" ~/
chmod responds with
chmod: No ACL present
When I execute
sudo chown -R `id -u`:`id -g` /Users/`id -un`
chown responds with "Operation not permitted" on hundreds of files. For example:
chown: /Users/myusername/Music/b/Beck/1993 Loser (CD Single)/05 - Fume - Beck - 1993 Loser (CD Single).mp3: Operation not permitted
iMac is new in December 2007 and I used Migration Assistant to migrate files from a Mac Mini running 10.4. The iMac with the permissions problem also received files from an NTFS filesystem (Windows XP SP2).

and
sudo chown -R myusername:staff ~/
(replacing myusername with my user name)
and in each case there was a delay of a number of seconds and then the command prompt returned -- no errors. However, my renaming problem still exists.
Just fyi, I got
sudo chown -R `id -u`:`id -g` /Users/`id -un`

The list of commands in petrock's post of Feb 1, 2008 12:11 AM ("Re: if you have problems with ACL") did not work for me. I think they made things worse because now I'm being prompted to enter my password when doing simple things like deleting files when before it hadn't. I think this is because the list of commands did not all complete successfully -- it's not clear what to do if you encounter "operation not permitted" or "no ACL present".
And, I don't know if this is relevant, but before this I resolved some permissions problems in this thread:

I bought a mac game from www.gamehouse.com. Downloaded it and now trying to install to play. But everytime I go to install, a message keeps popping up telling me "Your account doesn't have sufficient access privileges. You will need to run this game once from an administrator account. Afterwards you will be able to run it from this account." I am already on the administrator account. Can someone please help?!

Some times all it takes is deleting the .plist to fix this but do the restart and permissions repair if you haven't done this proceedure for a while. -
I recently installed a new hard drive on my PC, downloaded iTunes, updated the software on my iPod touch and now I get this error message when I try to sync: "you do not have enough access privileges for this operation." It never did this before, whether it's the upgrade in software or something in iTunes, but it's very frustrating, since I'd like to add more things to my iPod.

I didn't know that iTunes had a 64bit download. I have Windows 7 Home Premium with 64bit operation system. I downloaded the iTunes for 64bit and it seems to have corrected the problem. I haven't received the message yet since I did this.

To fix Home folder permissions
Open the Terminal application in the Utilities folder. At the command line prompt enter or paste the following command line:
sudo chown -R `id -un`:`id -gn` ~
Press RETURN. You will be prompted to enter your admin password which will not be echoed. -

It sounds like you are unable to use iTunes due to this error message about not having enough access privileges. According to the following article you may need to change the permissions on the file directly:
These messages occur if permissions are incorrect on your designated music folder or on a folder inside your designated music folder. Permissions are settings that determine who can read, write to, or execute a file or folder on your computer. Every file and folder on your hard disk has an associated set of permissions.
Example: If permissions are correct on your Music folder, but incorrect on the U2 folder inside your Music folder, you would be able to add other music to your iTunes library, but not that new U2 album.

I recently had a hard drive crash and lost almost everything except for what I managed to save on Carbonite. When I got the new hard drive, I updated to Lion and began the laborious process of restoring my files. I think it is up to 40% done.
Anyway, I went to try to transfer my purchases from my iPad2 (4.3.3) and received the message: "You do not have enough access privileges for this operation" followed by: "Attempting to copy to Hard drive failed. You do not have enough access priviledges for this operation."
So, I did a search on the problem and have found similar complaints and some reasonable suggestions, which I attempted without success. So far I have:
1) Rebooted
2) Changed all the Permissions on the iPhoto Library and iTunes folders to Read & Write.
3) Used Disk Utility to Verify & Repair permissions.
Nothing is working.
HELP!Had the same thing happen to me a few weeks back when I switched computers and migrated. Here's what worked on my iMac, so maybe it'll work on your iPad, too. Go to User(your home folder)/Music. Select/highlight your "Music" folder. Then do Command-I ("Get Info" from the File menu), click on the padlock icon in the lower right of the new window. Enter your user password. Click on your username just above the now-open padlock. Select "Read & Write" if it's on "Read Only," "Write Only," or "No Access." Now having your user account with "Read & Write" privileges (it may have been this way already; still do this next step), click on the gear on the bottom-center of that window. Click on "Apply to all enclosed items." When the pop-up says "Are you sure?" (or the equivalent), say "yes." This will grant access privileges to your user account for all the music files inside your music folder--all your iTunes stuff included). Then you should be good to go.

User/Home/Library/ Preferences folder.
2 - delete iWeb's cache file, Cache.db, that is located in your
User/Home/Library/Caches/com.apple.iWeb folder (Snow Leopard and Earlier).
3 - launch iWeb and try again.
NOTE: In Lion and Mountain Lion the Library folder is now invisible. To make it permanently visible enter the following in the Terminal application window: chflags nohidden ~/Library and hit the Enter button - 10.7: Un-hide the User Library folder.
