I've trawled the Community responses, but I've not seem any workable response to improving my iPad2's ability to discover my iPhone4.  Is the consensus that it simply can't, except in unusual circumstances?

I've trawled the Community responses, and it seems to me the consensus is that the iPad 2 cannot Bluetooth with an iPhone4 unless the sun and stars are in exact alignment.  This is confusing: a couple of days ago in a public place, my iPad 2 discovered a bunch of other devices belonging to people at nearby tables, but not my iPhone sitting next to it!
I even downloaded a paid Bluetooth app, and it didn't help.  Should I give up?

I think the iPhone 4s and 5 have serious issues with bluetooth. Mine will not detect anything. It just keeps on searching for devices. I have tried to reset the phone but nothing. Tried pairing my wifes iphone but same problem with hers. And a work collegue is also having the same issues! Apple are slipping this and the maps thing
